Lucknow, Aug 4 (UNI) Claiming it was solely focused on the progress of the agriculture sector, National Commission of Farmers today regretted that the ''neglect of farmers'' was the main reason for their bad condition.

A two-member Commission team interacted here with Uttar Pradesh farmers and officials to note their recommendations and opinions in this regard.

The Commission has announced to submit its final report to the Centre on October 4.

Commission member secretary Atul Sinha told reporters here during interaction with farmers it was found non-availability of irrigation facilities, lack of water management and mixed farming alongwith other operational hazards were the main reasons for their poor condition.

''Due to pro-active government policies, the agriculture sector has flourished, yet the condition of farmers did not improve even after India became self-sufficient in foodgrains,'' he claimed.

Mr Sinha said during visits to other parts of UP, it was found that low investment in agriculture, import of agricultural products, increase in farm input costs and non-completion of irrigation projects were some major complaints of farmers.

Some suggestions that came up before the Commission include: land related legal hurdles be expedited in a time-bound manner, while problems related to marketing of farm produce be taken care of by the government itself.

Mr Sinha said the Commission had already submitted three reports to the government after it was constituted in February 2004 and the final report would be submitted on October 4, as the tenure of the Commission expires on October 13.
