Justice Mir failed as chairman of SHRC: Baig

Srinagar, Aug 1 (UNI) Alleging that Justice (rtd) Ali Mohammad Mir has failed as a chairman of the State Human Rights Commission (SHRC) before his resignation from the post, Jammu and Kashmir Deputy Chief Minister Muzaffar Hussain Baig said a number of his recommendations were implemented while others needs more investigation.

Concluding the three-hour-long debate on the adjournament motion moved by the opposition National Conference (NC) in the Legislative Assembly on the resignation of Justice Mir from the post yesterday, Mr Baig said the SHRC enjoy the powers under different acts by which he could have forced the implementation of his recommendations.

Challenging Justice Mir who had said that not a single recommendation has been implemented by the government agencies, Mr Baig said a number of recommendations, including santion of ex- gratia in favour of deceased and appointing a person on compensate ground, have been implemented and commission was properly informed.

Juctice Mir resigned from the post alleging that not a single recommendation of the commission was implemented and number of Human Rights violations have increased.

Handing over a set of documents to Speaker Tara Chand in which all the details were given about the implementation of recommendation, were given the Deputy Chief minister, who is also law and parliamentary affairs minister, said some of the recommendations could not be implemented because of disputes between the next of the kin of some deceased.

However, the leader of the opposition Abdul Rahim Rather requested the minister that the papers handed over by Mr Baig should not be made record of the house since these were not supplied to members which was agreed by the speaker.

He said there were some disappearance cases in which the commission had directed the government to pay compensation which could not be implemented because of Evidence act which says a person can be persumed dead only after seven years of his disappearance.
