Srinagar, Aug 1: Jammu and Kashmir Legislative Assembly today witnessed uproar for about 15 minutes as the treasury bench and main opposition National Conference (NC) clashed on the issue of human rights.
As soon as the assembly met for the day, NC members wanted a discussion on the resignation of State Human Rights Commission (SHC) chairman Ali Mohammad Mir.
Speaker Tara Chand requested the agitated NC members to resume their seats, said he had received adjournment motion from the opposition members at 0930, only 45 minutes before the start of the question hour.
''I cannot admit the adjournment motion and listed it alongwith the discussion on security situation on Friday afternoon,'' Mr Chand said.
However, the NC members started shouting slogans against the government Leader of the Opposition Abdul Rahim Rather said the issue was very serious and the House should take the adjournment motion after suspending the question hour.
However, Deputy Chief Minister Muzaffar Hussain Baig intervened announced the government had nothing to hide and is ready for discussion at any time.
Mr Baig said the issue of Mr Mir's resignation can be discussed in the afternoon. He was joined by other members from the treasury benches after the NC members refused to resume seats and kept shouting.
The Speaker said besides the issue of Mr Mir's resignation, the House will also discuss the security situation in the afternoon.
This, however, was not acceptable to NC members who kept shouting.
The NC members, including Ali Mohammad Sagar and Dr Mehboob Baig said the allegations of Mr Mir that not a single recommendations of the Commission had been implemented, was very serious and there should be a separate debate on the issue. When the Speaker ruled the adjournment will be taken up in the afternoon after lunch break, Mr Rather, addressing the chair said, ''When the minister had no problem to discuss it now, you should not have any problem and take it right now.'' Deputy Chief Minister said if we have committed any mistake we will apologise to the people and if there is no mistake on our part, we will say we are right. Let us discuss it in the afternoon, he added.
On this the opposition members took their seats and the Speaker started the question hour.
Earlier, several members from Jammu wanted to raise the issue of indefinite strike by the lawyers in Jammu. However, after the NC raised the issue of Mr Mir's resignation, which disrupted the proceeding of the house for 15 minutes, members from the Jammu region resumed their seats.
The Jammu Bar Association is demanding transfer of sex scandal case, in which two former ministers, a senior IAS officer, Additional Advocate General and top BSF and police officials are involved, from Srinagar to Jammu.
