India is not a banana state, our army is not a rogue force, Baig

Srinagar, Aug 1 (UNI) Claiming that Human Rights (HR) record has improved in Jammu and Kashmir, Deputy Chief Minister Muzaffar Hussain Baig today said that India did not need any certificate from any foreign country on this issue.

Mr Baig who was interrupted several times by the NC members said India is not a banana state, our army is not a rogue force and our police is not vagabonds. We have a disciplined force who are working under a pressing situation here.'' Mr Baig was replying to questions raised by the opposition National Conference (NC) members in the Legislative Assembly that Justice (Rtd.) A M Mir's resignation as chairman of the State Human Rights Commission will send a wrong signal to the International community.

We are not answerable to United States or United Kingdom where a youth was killed near railway station in full public view for no fault, '' he said.

Referring to the incidents in Lebanon and other places, Mr Baig said that India did not need any certificate for H R recorded.

He claimed that the incidents of HR violations had come down and that there is a scope to improve it further.

''There are bad elements everywhere...if we think that among the more than 7.5 lakhs security forces deployed in the Jammu and Kashmir, none will be violating the laws, we will be wrong,'' he pointed out.

''We are trying to control the HR violations and Prime Minister Dr Manmohan Singh and Chief Minister Ghulam Nabi Azad are very serious when they reffer zero tolerance for HR violations,'' he said.
