Detained Indian national extradited to Dubai

Islamabad, July 15 (UNI) The Pakistan Federal Investigation Agency (FIA) detained an Indian, wanted by agencies from across the border, at Islamabad airport and sent him back to Dubai after informing New Delhi and Interpol's headquarters in Lyon.

Shivdasan Raman Vallappil, a resident of Kerala was detained on Tuesday and was sent to Dubai yesterday, FIA sources were quaoted as saying by the local daily The News.

Shivdasan who was allegedly involved in criminal activities in India, escaped and took shelter in Gulf countries when he was booked under various criminal charges, including running illegal telephone exchanges, incurring a loss of billions of rupees to the Indian government, the sources said.

The Indian law-enforcement agencies registered criminal cases against Raman on September 30, 2004, and tried to arrest him but he escaped to the Gulf countries, the sources said. The Indian government contacted Interpol, requesting to issue ''red warrants'' against the accused, the sources said. The Interpol issued warrants in December 2005 to 162 member countries of the world, including Pakistan.

FIA Director-General Tariq Pervez, when contacted confirmed the report, saying that the accused was detained and sent back to the country from where he got the visa for Pakistan.

''Pakistan is among 162 member countries of Interpol and it is bound to inform the country demanding for the accused and Interpol headquarters about the presence of the accused,'' Mr Pervez said adding, the country, later, uses diplomatic channels to get the accused back.

''Every country assesses legal value of ''red warrants'' according to the domestic law,'' he said adding, 35 countries take it as ''warrant of arrest'', the other category takes it as ''alert notice''. The third group of countries treats the ''red notice'' as ''search notice'', and Pakistan falls in the third group of countries.

Mr Pervez, who is also the head of Interpol in Pakistan, said that the accused was detained at Islamabad airport and sent back to Dubai after getting approval from higher authorities.
