Higher education in Bihar totally paralysed

Gangtok, July 13: Higher education in Bihar was ''totally paralysed' Bihar Governor R S Gavai, who took the additional charge of Sikkim told newsmen just after the swearing-in ceremony here today.

''Higher education in Bihar is totally paralysed but I have streamlined the system and the situation I am sure will improve within next six months'', Mr Gavai said.

When asked if it is still paralysed, the Governor said '' yes it is still paralysed''.

Mr Gavai said Bihar had the required manpower, land and resources for development, but lacked proper management.

On the otherhand he was all praise for Sikkim. The tiny himlayan state had a lot of potential for the development in tourism and power sector.

If harnessed fully the state could earn a lot of revenue from both the sectors, he said.

The state is very beautiful and the entire state is a place of tourist interest, he said.

Floriculture and horticulture were the other areas which had a lot of scope for development in the state, he said.

Mr Gavai said Sikkim is one of the best administered state in the country with virtually no law and order problem.

Democracy was a success here due to the direct contact of common people with the administration. The authorities here know almost all officials at the lower level due to its small size and population.

Giving an example he said for around six lakh population of the state there were four district collectors and four Superintendents of Police in Sikkim where as in Maharashtra a district collector and a SP has to look after 15 lakh people.

He said Sikkim had one of the best Panchayat raj system in the country and the rest of the country would follow it as an ideal state, he said.

Mr Gavai took the additional charge of Sikkim after Governor V Rama Rao went on leave. Mr Rama Rao is scheduled to join on August 20.

Senior judge of Sikkim High Court N S M Singh administered the oath of office to Mr Gavai at a function at the Raj Bhawan here today.

State Chief Minister Pawan Chamling, his cabinet collegues,Speaker D N Thakrappa, Director General of Police C M Ravindran, Chief Secretary N D Chingappa and host of other dignitaries were present.
