Gandhinagar, July 8 (UNI) Zakia Jaffrey, widow of former Congress MP Ehsaan Jaffrey, killed in the Gulberg society carnage, today filed a complaint in which she accused Gujarat Chief Minister Narendra Modi, his cabinet colleague Ashok Bhatt, the then Director General of Police K Chakravarthy and 60 others of being a part of the conspiracy to unleash terror on a section of a society.

Giving details about her petition, Tanvir Jaffrey said: ''We have charged these people under Section 154 of the CrPC for the two incidents of massacre in Gulberg Society and Naroda Patiya, in which more than 300 people were killed.'' ''Affidavits submitted before the Nanavati-Shah Commission, probing the post-Godhra riots, point to the fact that there were clear-cut instructions from the top notch to act against the rioting mob. Therefore, we do not want these people to go scot-free,'' he told UNI.

Even senior police officer like R B Sreekumar had also stated this fact in his affidavit before the Commission, he said.

The other 60 accused include senior bureaucrats like then Chief Secretary Subba Rao, then Prinicipal Secretary (home) Ashok Narayan, Police Commissioner P C Pandey (now DGP), legisltators Gordhan Zadaphia and Mayaben Kodnani.

As the complaint has been filed under CrPC 154, it is to be treated like an FIR.

Both the incidents had taken place on February 28, 2002, a day after a coach of the Sabarmati Express train was set ablaze near Godhra station.

Ms Jaffrey herself, while deposing before the panel in 2003, had said on the fateful day no police came to their aid throughout the day, even after the then city Police Commissioner had assured her husband of sending reinforcements.
