Kolkata, Jun 23 (UNI) Telecom Regulatory Authority of India (TRAI) today suggested identification of interconnect exchanges in all state capitals for solution of the interconnectivity problems among telecom operators.

'' We need interconnect exchanges in all state capitals to solve the communication problems between telecom operators,'' TRAI chairman Nripendra Misra said at a Bengal National Chamber of Commerce and Industry (BNCCI) seminar.

The country's largest telecom operator Bharat Sanchar Nigam Limited (BSNL), having the ready infrastructure, should come forward and allow identification of the interconnect exchanges in lieu of a specified fee, he said.

Misra said the Cellular Operators Association of India (COAI) and the Association of Unified Telecom Service Providers of India (AUSPI) have agreed to appoint a national ombudsman for looking into consumer complaints of generic and systemic nature in six weeks time.

He said TRAI would send its recommendations about spectrum for 3G by September this year.

India has national teledensity of 14 per cent and around 150 million subscribers shared by private and public telecom operators, he said.

The telecom sector has contributed around Rs 55,000 crore to the government by way of taxes and levies, he added.

He said the Universal Service Organisation (USO) funds may be utilised for growth of rural telephony under the wireless platform.

He said the challenge is to improve quality of service, which had deteriorated in recent times because of lack of infrastructure as against the number of subscribers. This had led to congestion and interconnectivity problems, he added.
