Legislation to control self-financing colleges
Thiruvananthapuram, Jun 21 : Kerala Education Minister M A Baby today said the Government was taking steps to enact a comprehensive legislation regarding fee strucuture, admission and banning capitation fee in self-financing professional colleges in the State.
Replying to questions in the Assembly, he said the Cabinet had already approved the draft bill of the proposed legislation to control the self-financing colleges and the same would be submitted before the Assembly tomorrow for its consideration.
Mr Baby said the bill had suggested that the admission to 85 per cent seats in the self-financing professional colleges would be on merit and only Government fees should be collected from 50 per cent students.
Action would be taken against the college managements which found functioning against the conditions in the bill, he said in reply to M A Wahid of the Congress and others.
The new fee structure for the current year would be based on the bill debated in the Assembly and a quasi judicial committee, appointed by the Government, would decide the fee structure, he added.
Regarding minority status to self-financing colleges, he said if such institutions wanted to get minority status they should give admission to 50 per cent students from the community, which runs the college.
Mr Baby said steps would also be taken to ensure the quality of education in colleges and now allowed to start new courses in colleges without following the existing rules and regulations.
