Ahmedabad, June 4 (UNI) The Congress today likened Gujarat Chief Minister Narendra Modi to Pakistan President Pervez Musharraf, saying they both had a common agenda of ''destabilising India'' to stay in power.

''They are trying to destabilise the country by creating divides on communal lines,'' party spokesman Rajiv Shukla told reporters after the conclusion of the ''Jan Mitra shibir'' of the congress Gujarat unit.

Mr Shukla also alleged that large funds had been ''siphoned'' off in the name of the Gujarat government's Sujalam Suphalam project, and demanded a CBI inquiry into it.

''There is a big scam and the CBI should look into it,'' he said.

The state Public Accounts Committee should submit a report on this project, Mr Shukla added.

The project meant to provide irrigation facilities to arid North Gujarat also recieved flak yesterday from a Central Water Commission senior official when he pointed out that the Rs 6000-plus crore project had been started by the state government without going through the necessary assessment procedures.

Referring to the ''Fanaa'' issue, the Congress spokesman said the BJP sings dirrerent tunes -- one at the Centre and the other in Gujarat.

''It seems as though the state unit has no regard for its Central leadership's stand on the subject. When Aamir Khan had made it clear that he was not against Narmada dam, but was only calling for rehabilitation of the oustees, there was no issue left. It is not an Aamir film, but efforts of so many others like Yash Chopra, Kunal Kohli, Kajol, and others,'' he said.

He also accused the Gujarat government of neglecting the tribals and minorities in the National Rural Employment Gaurantee scheme in Gujarat.

''It is a serious matter and the Prime Minister will have to look into it,'' he said.

Alleging that there was no democracy in Gujarat, Mr Shukla rued that there were only four Cabinet Ministers in the state.

''While other states have eight to ten cabinet ministers, Gujarat has only four. In their absence, there is no democratic discussion and hence reflects the Chief Minister's autocratic style of functioning,'' he noted.

Union Ministers Shankersinh Vaghela and Dinsha Patel, GPCC president Bharat Solanki, and Gujarat Assembly's leader of Opposition Arjun Modhvadia were also present at the ''shibir''.
