Patna, June 2 (UNI) Union Chemcials, Fertiliser and Steel Minister Ram Vilas Paswan today alleged that one congnizable offence takes place every three seconds in Bihar.

Accelerating his attack on the NDA government which had just completed six months in power, Mr Paswan said the present dispensation was in no way better than the previous one and repeated that it was 'old wine in new bottle'.

Reiterating that his party would launch a movement against the Nitish Kumar government on issues of poor law and order situation, scarcity of power and water supply from August nine, the LJP President said the NDA government failed to honour its pre-poll promises.

He said that at least one person was kidnapped in the state every day while the number of murders had exceeded 2500 during the last six months.

Mr Paswan said the government had also not appointed 25,000 primary teachers and 10,000 Urdu teachers as promised during the last Republic Day function. He said implementation of the National Rural Employment Guarantee Programme was also not satisfactory and irregularities also been reported in the process.

He said migration of labourers from the state was also unabated.

Claiming that the development would continue to elude Bihar till law and order situation improved, the Union Minister said a Japanese delegation had met him in New Delhi two months ago expressing willingness to revive Nalanda University.

He said he had also written letters to the Prime Minister and Bihar Chief Minister in this regard. Unfortunately, two massacres took place in Nalanda district, the home district of Nitish Kumar.

He said 40 per cent police stations were working from the rented houses while the number of policeman per one lakh of population was only 100 against the desired number of 150.

To a query on the issue of sharing dias with RJD chief Lalu Prasad in Uttar Pradesh during a Jan Morcha sponsored function, Mr Paswan said leaders of different parties including himself and Mr Prasad had addressed from the single dias, but it did not mean his party would join hands with the RJD for a combined attack on the Nitish Kumar government.
