e-filing of company documents made mandatory under MCA 21

Kolkata, May 30 (UNI) MCA-21, the most ambitious e-governance project of the Union Ministry for electronically filing and registering all company documents, will be operational acorss the country by June 30, informed Mr U.C.Nahata, Regional Director, East, Ministry of Company Affairs.

In an interactive session with the Bengal National Chamber of Commerce and Industry (BNCCI) members on the future of MCA 21, Mr Nahata said the prime objective of the programme was to bring the country at par with the developed world in terms of company-related matters by connecting all offices under the Registrar of Companies (RoC) and to convert them into paperless offices.

He said so far 12 of the 20 RoC offices across the country had been brought under the system and the remainining eight would also come under it by the end of next month thereby making the use of the system manadatory by all companies whatever their size might be.

Elaborating further on the project, which would open a new vista in simplifying the precedures of the Companies Act, Mr Nahata said besides opening a well equipped help desk and 24 x 7 Front offices in all the RoCs to enable the company representatives file the documents effortlessly, they had decided to appoint a number of well qualified professionals to work on their behalf and speed up the entire process.

Under the new system all companies under private and Public sector enterprises would require to obtain an exclusive Company Identification Number (CIN), besides having separate Director Identificatiion Number (DIN) of all company Directors, who should also have to obtain a Digital Signature Certificate(DSC) from the authorised authority to prevent any possible fraud at any point of time.

Describing the initiative taken by the Union Ministry of Company Affairs as "bold and time-tested", Mr Nahata said following the pan India introduction of the e-governance programme, all companies would be benifited besides being transparent in their operations.

Earlier, welcoming the guest BNCCI president Nayantara Pal Chowdhury referred to some problems being faced by several companies during the filing of papers in some of the Roc offices in eastern region, including the ones in Kolkata, Cuttack, Patna and Shillong and sought their immediate redressal.
