CM manipulating ouster of Abhey Chautala, alleges HGA

Chandigarh, May 5 (UNI) The Haryana Gliding Association secretary general Rajinder Singh Dhaka has alleged that Haryana Chief Minister Bhupinder Singh Hooda along with Congress MLA Anand Singh Dangi and Congress Member of Parliament Navin Jindal has ''conspired to take over Haryana Olympic Association through 'illegal means or coercive methods.'' In a letter to the Chief Justice of Punjab and Haryana High Court, Mr Dhaka alleged that the Chief Minister had deputed the Principal Secretary to the Chief Minister M L Tayal, IAS, Additional Director General of Police, CID, P V Rathee, IPS, to manipulate taking over of the HOA using all resources/inducements/threats at their command.

Mr Dhaka confirmed from Hisar that he had sent the letter in this connection to the Chief Justice with a request to intervene.

The HGA secretary general further alleged that Tayal and Rathee were ''misusing their official positions by inducting threats on telephones/cellphones asking certain office-bearers of the HOA, including Government servants heading district or state sports units to assemble at KC Cross Road in Sector 10, Panchkula tomorrow to sign documents under threat.'' In the letter to the Chief Justice, copies of which have also been sent to HOA president Abhey Singh Chautala and HOA secretary general Dr M S Malik, Mr Dhaka feared that Tayal and Rathee have even obtained fabricated signatures of some of the office-bearers and representatives of affiliated units of the HOA on ante dates so as to show it as a requisitioned meeting and to convert it into a fake no-confidence motion against a duly elected president and other office-bearers of the HOA.

''Tll today, neither any proper notice nor any other communication has reportedly been issued or received for convening the meeting for moving a no-confidence motion or for any other purpose,'' said Dhaka.

Alleging that provisions of the constitution and established norms are being ignored, Dhaka requested the Chief Justice to intervene in the interest of justice and development of games and sports which is a matter of paramount public importance.

Meanwhile, Puran Singh Dabra, president of the Haryana Weightlifting Association and member of the HOA, alleged that some senior IAS and IPS officers of the state, including Deputy Commissioners of Panchkula and Ambala are moving to illegally remove HOA president Abhey Singh Chautala whose term expires in October 2007.

''Besides aiming to illegally remove Abhey Chautala, there is a move to forcibly take custody of the Haryana Olympic Bhawan in Sector three, Panchkula. The meeting convened tomorrow is illegal and no body has the right or authority to interfere in the day-to-day affairs of the HOA,'' said Dabra.

Mr Dabra warned that any decision taken in the meeting tomorrow would be illegal and action would be taken according to law.
