Dr Kalam's consent to address the legislative assembly and council has been conveyed to Jammu and Kashmir Chief Minister Ghulam Nabi Azad, the sources said.
Though the date for the address has not been finalised, it is likely to take place in August.
The President has already addressed the assemblies of various states, including Andhra Pradesh, Bihar, Karnataka and Kerala.
