PMGSY fails to make major headway in Arunachal: CAG

Itanagar, Apr 25 (UNI) The Arunachal Pradesh government has failed to achieve the desired result in implementation of centrally-sponsored Prime Minister Gram Sadak Yojana (PMGSY) scheme in the state, according to the recently released Comptroller and Auditor General of India (CAG) report.

The CAG report was tabled during the just concluded assembly session.

The report pulled up both Public Works Department (PWD) and Rural Works Department (RWD) for its failure to implement the programme successfully in the state.

''The review inter alia highlights non-execution of approved projects during 2000-2001. Taking up of works during 2001-2003 without proper survey and investigation led to failure in achieving the goal of providing desired connectivity and lead to non-achievement of physical targets during 2001-2003'', the report pointed out.

The report added that online management and monitoring system remained ineffective and overall impact of the implementation of the scheme remained unevaluated.

The report further said that against Rs 127.46 crore released by the Centre during 2000-2003, expenditure of Rs 124.81 crore was shown to have been incurred upto March 2005. There was also short release of funds of Rs 1.59 crore by the district rural development agencies (DRDAs) during 2001-2003, the report added.

''Central fund of Rs 34.95 crore allocated during 2000-2001 for completion of incomplete road works under Basix Minimum Service (BMS) were utilized for State Plan Works leading to non-execution of approved projects during the year'', it said.
