India sending special envoy to Nepal : Mukherjee

Kolkata, Apr 19 (UNI) India will continue pressing for constitutional monarchy under a multi-party system to resolve the raging crisis in the country, Defence Minister Pranab Mukherjee today said.

" The Cabinet Committe on Parliamentary Affairs (CCPA) yesterday decided to send Rajya Sabha member Karan Singh as a special envoy to convey to King Gyanendra that establishing constitutional monarchy is the most suitable apparatus to tackle the present problem, " he said at a meet-the-press programme here.

Mr Mukherjee said India had taken a clear stand in favour of constitutional monarchy under the framework of multi-party system, which was enshrined in the now defunct constitution of the country.

" We have all along been saying this since total monarchy took over absolute control of Nepal and that is still our stand, " he said.

To a question on the impasse over Iran's nuclear policy, Mr Mukherjee said India favoured an amicable solution to the problem striking a balance between the need for peaceful nuke programme and non-proliferation of it.

" Iran is a sovereign country and it can pursue peaceful nuclear programmes. But at the same time though we are not a signatory to NPT, we are against proliferation of nuclear programmes. The impasse has to be addressed amicably, " he said.

Mr Mukherjee, however, said the signatories to NPT should first fulfil their commitment to non-proliferation of nuclear programmes.

Referring to the Indo-Pak peace initiative, the Defence Minister said the terrorist acts, including the recent attack on Varanasi's Sankatmochan temple would not disturb the process.

" It is the intention of the terrorists to stall the peace process. But they will not be able to do that. However, it is a continuous process and will take time," he said.

Mr Mukherjee said the recent visit of Bangaldesh Prime Minister Khaleda Zia was expected to strengthen the bilateral relation and the outstanding problems between the two countries should be solved amicably.
