Social audit of work under 'Jalabhishek Abhiyan'
Bhopal, Mar 28 (UNI) The progress of work to be undertaken under Madhya Pradesh's 'Jalabhishek Abhiyan' and the expenditure on it would be subject to social audit to ensure quality and timely completion.
Besides, proper monitoring, evaluation and a maintenance mechanism would be in place and training imparted to those associated with it, an official release said here.
A village 'Jalabhishek' committee would undertake monthly monitoring with a facilitation team's cooperation. District collectors would assign the monitoring responsibility to district-level officers by preparing a roster. These officers would monitor work in at least two villages every month.
Sub-divisional officers (revenue) would prepare a roster of block-level officers for monitoring in at least five villages.
Members of the district-level 'Jalabhishek' committee would also visit at least five villages every month.
'Jalabhishek' work might also be evaluated by partner non-governmental organisations and members of water expert groups appointed at district level under a watershed area management programme.
If the collectors wish, an independent institution or individual might be engaged. The facilitation team would dispatch monthly progress reports to the sub-divisional officer on the basis of evaluation by the village 'Jalabhishek' committee.
The project implementation team officer would also send a report to the sub-divisional officer (revenue) on progress of watershed area development work in watershed areas covered under watershed area management projects.
After a review of the report at the block-level 'Jalabhishek' committee meeting, the document would be forwarded to the collector, who would undertake a block-wise review at a district 'Jalabhishek' committee meeting.
The facilitation team would dispatch the progress report of all villages latest by the fifth of every month. After collection of information, it would be sent to the collector by the eighth of every month.
A database would be prepared with reference to the action plan and progress of the 'Jalabhishek Abhiyan' at district level, the release added.
