Govt, opposition trade charges on Appropriation Bill

Hyderabad, Mar 28 (UNI) The Andhra Pradesh Government today accused the opposition of not cooperating in fufilling Constitutional obligations in getting the Appropriation Bill passed while, the opposition blamed it for getting the bill passed without a debate in the house.

Coming out of the Assembly after the house was adjourned sine die, Chief Minister Y S Rajasekhara Reddy found fault with the opposition for giving notice for adjournments on all issues. The opposition had 'hijacked' the budget session over the revision of the Sripadasagar Project cost for over 16 days, he told mediapersons.

Legislative Affairs Minister K Rosaiah said as far as he knew, this had never happened in Assembly history. Parliament used to have more serious wrangles. But opposition parties there had never pushed the Centre into a Constitutional crisis as tried by the opposition here. Had the Appropriation Bill not been passed, the Government would not be in a position to draw any amount from the exchequer from April 1.

He said the Opposition giving notice for seven adjournment motions a day became routine. ''It is improper on the part of the opposition to stall proceedings when they are disallowed by the Speaker''.

Mr Rosaiah added that the house could not discuss the bird flu threat, which hit the poultry industry. The TDP was trying to gain mileage on Visakhapatnam-I by-poll by politicising the unfortunate death of one person in police firing in Gangavaram, he said.

Meanwhile, TDP Legislature Party Deputy Leader T Devender Goud, talking to reporters, blamed the ruling party and the Speaker for not making a serious effort to break the impasse. The Congress had not facilitated fruitful discussion on issues concerning the people.

Instead of conceding to the entire opposition's demand for placing files relating to Sripadasagar, the Government had prolonged the debate in the Assembly and tampered with records, he alleged.

The TDP had stalled the proceedings to avoid a discussion on the IMG land scam as it would get exposed, Government Chief Whip N Kirankumar Reddy charged.
