Transparent Transfer Norms, Mandatory 'Hard' Postings

New Delhi, Mar 16 (UNI) Fresh norms aimed at ''decentralisation and transparency'' in transfers of Kendriya Vidyalaya Sangathan teachers and other employees were announced today.

Under the guidelines, powers within a region have been turned over to regional transfer committees consisting of an Assistant Commissioner, an Education Officer and two seniormost Principals, one of whom must be a woman.

The guidelines mandate a posting tenure for male teachers below the age of 35 years in priority areas-- Northeastern Region, Sikkim, Andaman and Nicobar Islands and other 'hard' and 'very hard' stations, the Human Resource Development Ministry said.

In a switch, the guidelines make transfer Travel Allowance payable even to employees transferred to Priority Areas on their own request, a Ministry statement said.

Here are some features of the guidelines to make the process transparent: -- KVS vacancy position of priority and other areas will be displayed on its website by April one and April 25 respectively so that those interested can apply for a vacancy of their choice.

Transfer priorities will be on the website to ensure transparency and minimise grievances.

-- An element of counseling has been introduced at regional level to help individuals put forth their problems or difficulties before the competent authority takes a final decision.

-- Last dates for submission of transfer application for Priority and Non-priority Areas will be April 17 and May 15 respectively.

-- The guidelines draw attention to the provision of Conduct Rules under which canvassing for service matters except through proper channel amounts to misconduct.

-- Details of the transfer guidelines are to be available on KVS website www.kvsangathan.nic.in.
