Leakout of report on MPLAD scam a breach of privilege: Speaker

New Delhi, Mar 14 (UNI) Expressing ''sorrow'' over the leakout of the report of the Parliament Committee which inquired into the allegations of scam against four MPs in the MPs Local Area Development (MPLADS) scheme, Lok Sabha Speaker today advised the House to be ''circumspect'' in future.

After the seven-member inquiry committee, chaired by Mr V Kishore Chandra S Deo, tabled its 51-page report, the Speaker took strong exception to the ''leak-out'' of its recommendations, which have been carried by the ''Hindustan Times'' today.

''I am sorry this report has been leaked out. It is a breach of privilege of this House. I hope in future all of us would be circumspect. It is a matter of sorrow for me. Whoever has done it has not done credit to himself or to this House,'' Mr Chatterjee said.

The committee has recommended suspension of the four MPs -- Alemao Churchill (Cong), Paras Nath Yadav (SP), Faggan Singh Kulaste (BJP) and Ramswaroop Koli (BJP) -- from December 20, 2005, when the Speaker advised them to abstain from the House, to March 22, when the first part of the ongoing Budget session ends.

It also recommended that the four MPs be ''reprimanded'' and a review of the guidelines governing MPLADS to plug loopholes and lacunae.
