New Delhi, Feb 26 (UNI) The Supreme Court has directed an NGO, seeking a CBI inquiry into the flow of foreign funds for Narmada Bachao Andolan led by Medha Patkar and the use of such funds for anti-national activities, to file an affidavit showing its antecedents.
A three judge bench comprising Chief Justice Y K Sabharwal, Justice C K Thakker and Justice R V Raveendran on February 24 also inquired from the petitioner's, National Council For Civil Libreties(NCCL), counsel Mukul Rohatagi whether his client had approached the authorities before coming to the court.
The court also said the NCCL president V K Saxena also file his antecedents.
The Senior Counsel had prayed to the court that there must be some guidelines laid down for routing of foreign funds to the NGOs indulging in subversive activities which are not in the national interest.
The petitioner has sought directions to the Centre, state of Gujarat, Madhya Pardesh and the CBI to inquire into the routing of foreign funds to Narmada Bachao Andolan (NBA) and its support groups and utilisation of such funds against the national interest.
The petitioner has also made serious allegations against NBA and accused its support groups of acquiring arms and explosives and having links with naxals to terrorise governemnt officials and the local populace.
The vigilance report, prepared by Madhya Pardesh government after the Mehndikheda firing in which four people were killed, has found from Rahul Banerjee, close associate of NBA, that the campaign was being funded by M C Arthur Foundation, US, and Oxfam, UK. and in short span, Rs 35 lakhs were deposited in fictitious accounts and were withdrawn. Banerjee is facing a case of sedition under section 124A IPC.
NBA and its support groups, spearheading the agitation for the last 17 years, are responsible for delay and suspension of important hydel projects like Sardar Sarovar Project, Mahrshwar, Maan, Indrasagar, Omkareshawar, all on river Narmada leading to huge losses to the national exchquer, the petitioner claimed.
The petitioner has alleged that during the last so many years, no rehabilitation of the affected people has taken place and the main plank of the NBA agitation has turned out to be an alibi for foreign funded anti-national activities.
The petition is going to come up for hearing after four weeks.
