Mission of the Party:
  • A New India of 130 CRORE DREAMS- Together, let us work towards building a strong and inclusive India, whose citizens are assured of dignity, prosperity, security and opportunity.
Infrastructure:
  • By 2024, we will make the capital investment of Rs.100 lakh crore in the infrastructure sector. We will ensure that every Gram Panchayat is connected through a high-speed optical fibre network by 2022. Under Sujal Yojana, Drinking Water will be ensured. Sadak se Samriddhi (To increase the road connectivity) and Suchna se Sashaktikaran (Digital connectivity through Bharatnet). We will set up ve regional centres of excellence on urban issues. These centres will provide support to states and local bodies on issues of urban governance and growth. We will launch ‘Jal Jivan Mission’ under which we will introduce a special programme, ‘Nal se Jal’ to ensure piped water for every household by 2024. We will construct 60,000 kms of National Highways in the next ve years. We will double the length of National Highways by 2022. We will launch a massive programme for the modernization of railway stations in the country. We will equip all main railway stations with Wi-Fi facility by 2022. In the next ve years, we will double the number of functional airports. We will double our capacity in the next five years.
Education:
  • " We will focus on teachers training and capacity building as a key factor in achieving these learning outcomes. We will establish National Institutes of Teachers’ training. These institutions would provide four-year integrated courses that would set the standards for quality teachers in our schools. We are committed to using technology in classrooms and in imparting education. We will move ahead to provide smart classes to our children in schools. Will open 200 new Kendriya Vidyalaya and Navodaya Vidayalas. Will establish 50 new Higher Educational Institutions by 2024."
Jobs & Employment:
  • We will create new opportunities for employment by providing more support to the 22 major 'Champion Sectors' identified as the main drivers of the Indian economy. We will launch a new scheme to provide collateral-free credit up to ₹50 lakh for entrepreneurs. We will set-up a new Entrepreneurship scheme to provide financial support to the micro, small and medium industries and for employment generation in the Northeastern state.
Internal Security:
  • "We will only continue our policy of ‘Zero Tolerance’ against terrorism and extremism and will continue to follow our policy of giving a free hand to our security forces in combating terrorism. We will speed up the purchases of outstanding defence-related equipment and weapons. We are committed to focus on 'Make in India in Defence' to enable indigenous production of defence equipment. Will focus on Modernization of Police Forces and Welfare of Soldiers. We will expeditiously complete the National Register of Citizens process in these areas on priority. In future, we will implement the NRC in a phased manner in other pas of the country. We will focus on the creation of developmental and other necessary infrastructure in border areas to ensure that border security is strengthened. Will construct 14 more integrated check-posts by 2024. Aer completion of all the proposed integrated check-posts, all trade movement with Bangladesh, Nepal and Bhutan will be conducted through the integrated check-posts."
Agriculture:
  • Will enable the creation of 10,000 new Farmer Producer Organizations. We will launch a new mission to achieve self-sufficiency in oil seeds and other agriproducts. We will establish a National Warehousing Grid along National Highways to ensure necessary logistical linkages for warehousing of agricultural produce. We will promote chemical-free organic farming in an additional 20 lakh hectare of hilly, tribal and rainfed areas in the next 5 years. We will enable development of young agri-scientists to take advantage of Artificial Intelligence, Machine Learning, Blockchain technology, Big Data analytics etc. for more predictive and profitable precision agriculture.
Farmers Welfare:
  • Pradhan Mantri Kisan Samman Nidhi Yojana- Will further expand the coverage. Pension for small and marginal farmers - We will launch a pension scheme for all small and marginal farmers. Interest-free Kisan Credit Card loans - Agriculture loans up to Rs. 1 lakh at a 0% interest rate for 1-5 years. We are committed to making an investment of Rs. 25 lakh crore to improve the productivity of the farm sector. We will make enrolment of farmers under the Pradhan Mantri Fasal Bima Yojana. We will complete digitization of land records on a mission mode.
Women:
  • Women's welfare and development will be accorded a high priority at all levels within the government, and the BJP is committed to 33% reservation in parliament and state assemblies through a constitutional amendment. We will ensure that ample financial support is available to girls throughout their education and subsidised education loans are provided for higher education. Will provide sanitary pads at an affordable cost of just Rs. 1 will be provided to all women and girls.
Health:
  • " We will target provisioning of telemedicine and diagnostic laboratory facilities at these HWCs by 2022 to ensure quality primary medical care to the poor at his doorstep. We will take it forward and set up one Medical College or Post Graduate Medical College in every district, through public or private participation, by 2024. To sta with 75 such Medical Institutes will be set up by 2022."
Economic Revival:
  • "We have already become the world’s sixth largest economy and will soon be among the top ve. We aspire to make India the third largest economy of the world by 2030. This implies that we commit to make India a US $ 5 trillion economy by 2025 and US $ 10 trillion economy by 2032."
Industrialization:
  • Under the Credit Guarantee Scheme, loans to MSME are guaranteed. Under this alone, the credit of around Rs.19,000 crore was achieved in 2017-18. We would aim to take this figure to Rs.1,00,000 crore by 2024. To encourage the spirit of entrepreneurship amongst the youth, we will launch a new scheme to provide collateral-free credit up to 50 lakh for entrepreneurs.
Housing:
  • We will ensure a pucca house to every family who is either living in a kuchha house or have no access to housing by 2022. We will launch ‘Jal Jivan Mission’ under which we will introduce a special program, ‘Nal se Jal’ to ensure piped water connection to every household by 2024.
Electricity:
  • We had made a commitment to provide 24x7 electricity to all and the country has substantially gained the goal. We will further work towards completing any unfinished task in this regard. We have achieved cumulative installed renewable energy capacity of 76.87 GW as on February 2019 and are on track to achieve our goal of 175 GW by 2022.
For SC/ST/OBCs and Minorities:
  • To ensure that quality education is available and easily accessible, every block with more than 50% ST population and at least 20,000 tribal persons will have an Eklavya Model Residential School. We will establish 50,000 ‘Van Dhan Vikas Kendras’ in the tribal areas.
Inflation:
  • Party will take all necessary steps to control the inflation rate.
Tackling Corruption:
  • "In order to curb corruption, the Modi government has taken many effective steps such as enacting the Fugitive Economic Offenders Act,2018, Prevention of Corruption (Amendment) Act,2018, and the Benami Transaction Prohibition (Amendment) Act, 2016."
Taxes:
  • Our economic policy has been guided by the principle of lowering the tax rate and improving compliance; thereby broadening of the tax base. With improved compliance and increased tax base, the tax to GDP ratio has reached 12%, highest in the recent past, up from 10.1% in 2013-14. This increased revenue has been deployed for benefits to the poor and the creation of infrastructure at an unprecedented level. We will continue with our policy in a similar manner – lowering of tax rate thereby rewarding honest taxpayers and improving compliance. GST revenue for all states has increased by 50% in three years. We will continue with the simplification of GST process by engaging in dialogue with all stakeholders.
Other Promises:
  • We reiterate our stand on Ram Mandir. We will explore all possibilities within the framework of the Constitution. Achieve the goal of Clean Ganga by 2022. Ensure access to safe and potable drinking water for all households. Establish at least one Atal Tinkering Lab in every block. Ensure 100% disposal of liquid waste and reuse of waste water. Ensure the supply of piped cooking gas in major Tier 1 and 2 cities. Put an Indian in space in an Indian spacecraft as pa of ‘Gaganyaan’ mission. Complete the development of all projects under Swadesh Darshan, PRASAD and HRIDAY schemes. We will make all efforts to ensure the safe return of Kashmiri Pandits and we will provide financial assistance for the resettlement of refugees from West Pakistan, Pakistan occupied Jammu and Kashmir (POJK) and Chhamb. We will launch a massive ‘Rural Road Upgradation Programme’ to connect centres of education, healthcare centres, and markets with hinterlands to promote rural growth. We will undertake a rapid expansion of Yoga health hubs, Yoga tourism and research in Yoga.
Jobs & Employment:
  • Will expand Bharat's top-tier startup ecosystem to tier-2 and tier-3 cities. Will transform Bharat into a global centre for high quality services including tourism to generate high value and diverse employment opportunities nationwide. Expansion of existing Startup India Seed Fund Scheme and Startup Credit Guarantee Scheme to ensure adequate funds for our start-ups in their entrepreneurial journeys.
Inflation / Price Rise:
  • We will continue to upgrade the existing institutions through focused funding, capacity building, infrastructure upgradation and dedicated research grants. For this, we will strengthen the network of PM SHRI Schools, Ekalavya Schools and other such schools as per NEP to make them world-class. 100% implementation of 'One Nation, One Student ID’. Permanent Academic Account Registry (APAAR) to store academic qualifications, credit scores and certificates, among others for students from pre-primary to higher education.
Education:
  • Financial assistance of ₹6,000 under PM Kisan Samman Nidhi Yojana will continue. PM Fasal Bima Yojana will be strengthen through more technological interventions. Will continue to increase MSP from time to time. Will increase the production of nutritious vegetables by establishing new clusters for the production of essentials like onion, tomato, potato etc. Storage and logistics facilities will be enhanced. Will launch Indegenous Bharat Krishi satellite for farm-related activities like crop forecasting, pesticide application, irrigation, soil health, and weather forecasting. Will expand network of dairy cooperatives in villages in the next five years with facilities of fodder banks, milk testing laboratories, bulk milk coolers, and milk processing units. PM Matsya Sampada Yojana to increase fish production and increase our annual seafood exports. Will boost seaweed cultivation under the Pradhan Mantri Matsya Sampada Yojana to increase income of fishermen. Self-Help Groups (SHGs) will be more empowered with the skills and tools in key service sectors like IT, healthcare, education, retail and tourism with an aim to increase the income.
Uplifting Backward Class & Minorities:
  • Will expand the railway network to increase capacity for passenger as well as cargo transportation. We constructed 31,000 km railway tracks in the last ten years. We are now adding 5000+ km of new tracks every year. We will significantly increase passenger carrying capacity by 2030 to significantly reduce the waiting list. We have initiated metro in 20+ cities over the past decade, we will expand the metro network in major urban centres ensuring last mile connectivity. We will strengthen the modern road connectivity ecosystem to 15,000 km of access-controlled highways. We will construct ring roads around major cities to improve mobility and decongest cities. We have successfully facilitated the induction of over 30 lakh EVs, currently operational on our roads. We will increase the fleets of EVs and will also establish EV charging stations. We will expand the number of international airports and water metro services across all feasible regions, enhancing water-based public transportation networks and improving connectivity. Will expand the 5G networks and take the lead in the development of 6G technology. Creation of new satellite townships near metro cities across India.
Agriculture/Farmers Welfare:
  • We will enhance Bharat's standing as a representative of the Global South by employing the Prime Minister's forward-thinking 5S strategy of Respect, Dialogue, Collaboration, Peace, and Prosperity. We will also advance Bharat's image as a reliable international ally and an immediate aid provider by persisting in our humanitarian aid and disaster relief initiatives. We are committed to seeking permanent membership in the UN Security Council to elevate Bharat’s position in global decision making. We will establish Thiruvalluvar Cultural Centres across the globe to showcase Bharat’s rich culture and offer training in yoga, ayurveda, Bharatiya languages, classical music etc. We will promote Bharat’s rich democratic traditions going back millennia as the Mother of Democracy. We will facilitate Yoga and Ayurveda Institutes in all the major countries for providing certified courses. We will also establish a globally recognised certification mechanism for Yoga and Ayurveda. We will celebrate Ramayan Utsav with great fervour across the globe to commemorate the Pran Pratishtha of Ram Lalla. We will collaborate with countries across the globe to restore and revitalise sites of Bharatiya civilization.
Women:
  • We have taken the historic step of enacting the Citizenship Amendment Act (CAA) and will implement it to confer citizenship to all eligible persons. Article 44 of the Constitution lists Uniform Civil Code as one of the Directive Principles of State Policy.

  • Free ration to 80+ crore citizens since 2020. We will continue to provide free ration for the next five years under PM Garib Kalyan Anna Yojana. We will provide free electricity to poor households under PM Surya Ghar Muft Bijli Yojana.

Mission of the Party:
  • Our vision is that of listening to the Jan Awaaaz. It is not the ‘mann ki baat’ of one individual but the collective voice of lakhs of people.
Infrastructure:
  • Will massively modernise all outdated railway infrastructure. Will use sector-specific, tried and tested PPP models to increase the supply of these vital public goods. Re-formulate and implement the policy on spectrum on exploration and extraction of natural resources. Will support State Governments to build new towns and cities as well as satellite towns.
Education:
  • Congress promises to double the allocation for Education to 6 per cent of GDP in the 5 years ending 2023-24. School education from Class I to Class XII in public schools shall be compulsory and free. Will increase the number of Kendriya Vidyalayas and Navodya Vidyalayas. Will establish more Institutes of Higher Learning in subjects such as medicine, engineering, commerce, management and pure sciences. Will pass a Students Rights Bill to codify the rights and obligations of students in colleges and universities.
Jobs & Employment:
  • To give the highest priority to protecting existing jobs and creating new jobs. Will create a new Ministry of Industry, Services and Employment. All of the 4 lakh vacancies as on 1st April 2019 in the Central Government, Central Public Sector Enterprises, Judiciary and Parliament will be filled before the end of March 2020. Will request State Governments to fill all vacancies, estimated at 20 lakh, in the 2 sectors and the local bodies. State Governments to create new Seva Mitra positions. Application fees for government examinations and government posts will be abolished. Lakhs of new jobs for qualified teachers, doctors, nurses, paramedics, technicians, instructors and administrators through a massive expansion of the education and health sectors. Expandion of ASHA programme. Will promote ‘Mass Entrepreneurship’ and businesses that create new jobs. We will identify new kinds of jobs that will emerge with the advent of new technologies and will offer opportunities to the youth to acquire the skill-sets necessary for these jobs.
Internal Security:
  • Congress will reverse the trend of declining defence spending under the NDA government, and will ensure that defence spending is increased to meet the requirements of the Armed Forces. We will expedite all modernisation programmes of the armed forces in a transparent manner. Will establish the office of Chief of Defence Staff (CDS) to be the principal adviser to the Government on matters relating to defence. Congress will provide a statutory basis to the National Security Council (NSC) and the office of National Security Adviser (NSA). Will rapidly expand domestic capacity to manufacture defence and security equipment.
Agriculture:
  • Congress promises to waive the outstanding farm loans in other States as well. Will establish a Commission on Marginal Farmers and Agricultural Labour to advise on policies and programmes that will help them earn income from higher wages, and from non-crop based agriculture such as horticulture and floriculture, dairying and poultry. Will completely re-design Fasal Bima Yojana. Will promote Farmer Producer Companies/Organisations to enable farmers to access inputs, technology and markets. Also organic farming,
Farmers Welfare:
  • Congress promises to establish a non-lapsable Rural Infrastructure Fund that will provide loans and grants to specific infrastructure projects undertaken by Panchayats and Municipalities. We will launch MGNREGA 3.0 to address issues of water security, soil quality and similar issues that aggravate farmers’ distress. To this end, we will: Increase the guaranteed days of employment up to 150 days in cases where 100 days have been achieved in a block/district; Use MGNREGA labour in the Waterbodies Restoration Mission and the Wasteland Regeneration Mission; and Use MGNREGA funds to build public assets such as primary health centres, classrooms, libraries etc. Congress promises to connect all villages and habitations with a population of 250 with a road under the Pradhan Mantri Gram Sadak Yojana. Broadband connectivity will be provided to all village Panchayats by the year 2021.
Women:
  • Congress promises to pass the Constitution (Amendment) Bill to provide for reservation of 33 per cent of seats in the Lok Sabha and State Legislative Assemblies in the first session of the 17th Lok Sabha and in the Rajya Sabha. We will amend the Service Rules to reserve for women 33 per cent of appointments to posts in the Central Government. Special Economic Zone shall have working women’s hostels and safe transport facilities. We will provide fiscal incentives to businesses that employ a certain percentage of women. Sufficient night shelters will be built for migrant women workers. Adequate number of safe and hygienic public toilets for women will be provided in towns and cities. Sanitary napkin vending machines will be installed in public spaces, schools and colleges. Will appoint an Adhikar Maitri in every Panchayat to serve as a paralegal to educate women on, and assist them in the enforcement of, their legal rights.
Health:
  • The total government expenditure on healthcare will be doubled to 3 per cent of GDP by the year 2023-24. Will substantially expand the free Dial-an-Ambulance service and put on the road more ambulances in all the districts of India. Trauma and Emergency Centres will be established on all National and State Highways. We promise to formulate a National Telemedicine Policy based on international best practices. Will promote AYUSH, the Indian systems of medicine, in the provision of healthcare services and especially in preventive healthcare.
Economic Revival:
  • More focus will be on FDI, Private Investment, Government Expenditure, Domestic Consumption and Exports. FDI will be welcomed in all sectors, subject to exceptions on the grounds of national security. Rules and regulations will be minimal. The Angel Tax imposed on Start-Ups will be withdrawn completely. We will make India an innovation hub. Congress promises to disinvest from non-core, non-strategic central public sector enterprises. Congress promises to devise a rehabilitation plan for MSMEs that were severely affected, and help them revive and grow.
Industrialization:
  • will work with State Governments to set up New Industrial Towns with the required infrastructure and turn them into manufacturing hubs for a variety of industrial products. Will announce a ‘Make for the World’ Policy under which foreign and Indian companies will be invited to invest in ‘Exclusive Export-only Zones,’ manufacture and export their entire production, pay no indirect taxes and pay a low rate of corporate tax. We will trigger rapid growth of the manufacturing sector, particularly of MSMEs, through the provision of world-class infrastructure in industrial hubs and cluster towns in order to aid the expansion of current units and the creation of new units. MSMEs account for 90 per cent of all employment outside agriculture. Regulatory forbearance for Micro and Small Enterprises. We will reward export-oriented industries through tax rebates and incentives. Congress promises an adequately capitalised Tourism Development Bank to provide low-cost, long-term funds for investment in tourism-related businesses. We will also offer lower rates of corporate and personal income tax on tourism-related business income.
Housing:
  • Congress promises the Right to Housing for the urban poor and protection from arbitrary eviction. We will build night shelters for the homeless so that no one will sleep in the open. Congress will launch a Slum Upgradation and Transformation Scheme to ensure basic services such as drinking water, electricity and sanitation to slum dwellers. Slums will be transformed by replacing huts and kuchha dwellings with proper houses, roads and other public facilities.
Electricity:
  • Congress promises to enhance availability of, and access to, electricity in rural areas by encouraging investment in off-grid renewable power generation with ownership and revenues vesting in local bodies. Every village and every home will be electrified in the true sense. In the long term, we aim to substitute LPG used in homes with electricity and solar energy.
For SC/ST/OBCs and Minorities:
  • Congress promises to fill all backlog vacancies reserved for SCs, STs and OBCs in government, semi-government and central public sector organisations within 12 months. Will acquire panchami and mahar lands in the occupation of non-Dalits and distribute the lands to SCs and STs. Rajiv Gandhi National Fellowship, presently available to SCs and STs, to scholars belonging to the OBCs. Will bring a law to provide for reservation for SCs, STs and OBCs in private higher education institutions.
Inflation:
  • Will rework on GST and come up with the new system where price of most of the products will automatically come down. Common people will get more benefits.
Tackling Corruption:
  • Congress will enforce anti-corruption laws without discrimination. In order to make governance more transparent, result-oriented and accountable, Congress promises to place before the people, annually, a statement on the implementation of manifesto promises.
Taxes:
  • Congress promises to enact the Direct Taxes Code in the first year of our government. Congress promises to review and replace the current GST laws with the GST 2.0 regime that will truly reflect the intent and purpose of a non-cascading, value-added, indirect tax. The GST 2.0 regime will be based on a single, moderate, standard rate of tax on all goods and services. Will adopt policies, formulate rules, levy taxes and reward entrepreneurship that will make India a renowned centre of manufacturing.
Other Promises:
  • Minimum Income Support Programme (MISP) or Nyuntam Aay Yojana (NYAY) will be launched, under which each entitled family will get Rs. 72,000 per year. Congress will ensure that notified minimum wages are paid to workers in the unorganised sector. The Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 will be implemented in letter and spirit. Congress will guarantee portability for the ration card possessed by a migrant worker and the right to access ration articles at their place of work. Will establish Aajeevika Kendras. We will immediately withdraw the Transgender Bill, 2018.
Jobs & Employment:
  • We will fill the nearly 30 lakh vacancies in sanctioned posts at various levels in the central government, teaching and non-teaching posts in central educational institutions, posts of doctors, nurses, paramedics and other supporting staff in central government medical institutions, and vacancies in the Central Armed Police Forces (CAPF). Abolish the Agnipath programme and direct the Armed Forces (Army, Navy, Air Force and Coast Guard) to resume normal recruitment to achieve the full sanctioned strength. We will launch an urban employment programme guaranteeing work for the urban poor in reconstruction and renewal of urban infrastructure. One year apprenticeship with a private or a public sector company to every diploma holder or college graduate below the age of 25. Apprentices will get 1 lakh a year. We will abolish application fees for government examinations and government posts.
Inflation / Price Rise:
  • We will revisit and amend the NEP in consultation with the state governments. We will end the practice of charging special fees for different purposes in public schools. will increase the number of Kendriya Vidyalayas, Navodya Vidyalayas and Kasturba Gandhi Balika Vidyalayas in consultation with the State Governments. The amount due including unpaid interest as on 15 March 2024 in respect of all student educational loans will be written off and the banks will be compensated by the government. We will provide sports scholarships of Rs. 10,000 per month to talented and budding sports persons below the age of 21.
Education:
  • Legal guarantee to the Minimum Support Prices (MSP) announced by the government every year, as recommended by the Swaminathan Commission. Crop insurance will be made farm and farmer specific. Premium will be charged from the farmer according to the sum insured and all claims will be settled within 30 days. We will establish farmers’ retail markets in large villages and small towns to enable the farmers to bring their produce and sell the same to consumers. We will create cooperative banks for fishing communities. We will direct insurance companies to provide insurance cover for sea-going fishing boats. We will launch a Mahalakshmi scheme to provide 1 lakh per year to every poor Indian family as an unconditional cash transfer.
Uplifting Backward Class & Minorities:
  • We will modernise the outdated railway infrastructure but in doing so we will ensure that trains and stations serve the needs of the common people and commuters. The policy on Road Tolls will be reviewed and formulae will be applied to determine the toll amount and the period of levy for each stretch of the road. We will promote green energy. We will implement renewable energy schemes that will make the panchayats or municipality self-sufficient in electricity as far as possible. We will promote solar-powered engines for tapping groundwater for agriculture.
Agriculture/Farmers Welfare:
  • Congress pledges to restore India’s global reputation as a voice of peace and moderation in world affairs. Congress will work to repair India’s international image that has been damaged by the present government’s intolerance of dissent and suppression of human rights. Engagement with Pakistan depends fundamentally on its willingness and ability to end cross-border terrorism. We will work with Sri Lanka to restore the political and commercial relations between the two countries and help Sri Lanka resolve its political issues especially with the Tamils. We will repair relations with the Maldives and work with Myanmar to protect the political and human rights of the people of Myanmar.

  • Free insurance will be provided to all sanitation workers. We will provide free education for children belonging to the Nomadic Tribes and De-notified Tribes.
