Ganguly committee recommendations on nursery admissions

New Delhi, July 13 (UNI) In line with the directions of the Delhi High Court, the Ganguly committee, headed by CBSE chairman Ashok Ganguly, has laid down its recommendations to simplify and fine tune the criteria of admissions to nursery in private schools while submitting its report in the court where the matter will come up for hearing on August 2.

The committee comprising Dr Shyama Chona, Principal of Delhi Public School, R K Puram, Prof Krishna Kumar, Director of National Council for Education and Research&Training (NCERT) and Mr Ved Vyas, former Principal of Modern School and Advisor, Vasant Valley School, Delhi has stated that implementation of common admission process in private schools in Delhi is just the beginning towards establishing a system of greater transparency and fairness in school education.

The committee has ruled out the concept of interviews of children prior to the admissions. It has, instead suggested that the schools shall completely eliminate interview or interaction with children. '' There shall be no observation of children either in formal or informal condition to decide their admissions,'' the committee said.

Formal interaction with parents shall be carried out only after the list of selected children is put on display, the committee adds.

It said the concept of neighbourhood school would slowly gain momentum in the capital and would set an example for the rest of the country. "If we can help the government schools imrove their quality, then our vision will get a great impetus",the committee noted.

It also suggested that children living in the neighbourhood should be given priority. The applicants would be assesed on a scale of 1 to 100 on which 30 points would go to the students living within a radius of 3 km, 24 points to those residing within 6 km, 18 for students living above 6 and upto 10 km.

Students living above 10 km would be awarded 12 points while, those living beyond 15 km will not be given weightage.

Single parents have an edge over others. Since a maximum of 10 points are awarded for parents level education, of which five points are for the father, 5 points for the mother for graduation and above and three points each for education below the graduation level. However, in case of single parent the points awarded for educational qualification will be doubled.

While the girl will get 5 points, students belonging to religious and linguistic minority and socially disadvantaged or economically weaker section will be alloted 10 points each. Physically challenegd children will get 5 points.

Siblings will get 15 points, while 5 points have been alloted for those whose parent or parents are the alumni of the school.

The Ganguly committee has left 15 points for the school to decide on the admissions of the children of artisans, craftsmen and enterpreneurs or any transferred Defence or Para-Military or police personnel or any other transferable government employee.

The committee has reiterated its stand that school catering to Armed and para-military forces have the freedom to follow their own norms.

It has also allowed the minority schools to retain their right to admission as per their own norms provided they have been established under article 30(1) of the constitution.

Besides, the committee has also suggested that a mechanism should be evolved to give proper instructions to the school regarding the rules laid down by the government and their implementation in the right prospective.

These recommendations were submitted in the Delhi High Court today and will come up before the Bench comprising Chief Justice M K Sharma and Justice Sanjiv Khanna on August 2.
