Higher Education needs to be subsidised heavily

Bhubaneswar, July 12 (UNI) Orissa Chief Secretary Ajit Tripathy today said the higher education in the country should be subsidised to a great extent to bring it within the reach of poor and middle class children.

It was wrong to ask the institutions imparting higher education to arrange resources for themselves, Mr Tripathy said while addressing the inaugural day of the two-day East Zone Vice-Chancellors meeting here today.

The country as well as the states must set their priority right and provide heavy subsidy for higher education to maintain standard and quality, he said.

Vice-Chancellors from 34 universities from different eastern states like West Bengal, Chhatisgarh, Bihar , Jharkhand, Uttar Pradesh, Nagaland, Meghalaya, Manipur, Arunachal Pradesh participated in the meeting.

The VCs started deliberations on issues like promotion of excellence, inter university cooperation,university administration, mobilsation of resources and improvement in quality of education.

Mr Tripathy said Indian talents excelled in diffrent jobs abroad because of the subsidy given, he said.

Mr Tripathy also wanted to develop ways how to revive the students love and respect for the institution and teachers and to make the post of VC more attractive.

Former Orissa University of Agricultue and Technology (OUAT) Vice-Chancellor Baidyanath Mishra said despite impressive growth in the number of univesities and students during the last 60 years the spread of higher education was confined to 8 per cent of the population.

The quality of education was poor and it failed to respond to the needs of changing social structure.

He suggested to increase privately borne educational costs substantialy, reduce educational subsidy at higher level and assistance to deserving candidates to change the outlook of educated men and make the educational programmes related to the needs of the society.

Indian Universities Assocition President S.S.Katiyar stresed the need for subsidisation of higher education, inter university cooperation, encouragement to faculty and student exchange programmes, identification of collaborative research programmes to improve the quality of education.
