9,914 aaganwadi centres to be set up in MP

Bhopal, June 27 (UNI) The Madhya Pradesh Government today decided to establish integrated child development projects cell in 11 districts and setting up 9,914 aaganwadi centres.

The decision was taken at a state cabinet meeting, chaired by Chief Minister Shivraj Singh Chouhan, here today.

Of the total new sanctioned aaganwadis, 1,789 centres would be established in SC areas, 4,160 centres would be opened in ST areas and remaining 3,965 centres in general areas, an official release said here today.

After the establishment of these centres, all nagar panchayat, municipalities and municipal corporations would come under the aaganwadi coverage area.

A total of 367 integrated child development projects are functioning in the state including 313 in blocks and 54 urban integrated child development projects. A total of 59,324 aaganwadi centres are functioning at present under these projects.

The meeting approved appointment of supervisors on contract basis for 397 posts on regular payscale besides one each aaganwadi worker and assistant on wage basis.

A total of 9.91 lakh beneficiaries would be benefited after setting up new aaganwadi centres. A total of 59.48 crore would be spent on nutritious food and half the amount would be borne by the state government.

Integrated child development project cells would be set up Balaghat, Dewas, Katni, Khandwa, Khargone, Mandla, Mandsaur, Narsinghpur, Rajgarh, Ratlam and Ashok Nagar.

One post of district programme officer, supervisor, assistant statistical officer, assistant grade II, assistant grade III and peon would be appointed in each cell.

The Centre would bear the total expenditure on these posts every year.

The meeting also approved 320 million US dollars for 22 new roads apart from construction of 1.20 lakh housing units.

The cabinet approved selection procedure of beneficiaries under the housing scheme for urban poor in the meeting.

It also decided to authorise the Madhya Pradesh Housing Board, development authorities and Jabalpur Cantonment Board for implementing housing schemes apart from urban local bodies for upgradation of urban slums.

Construction of 1.20 lakh housing units would be undertaken in the state under the Centre's Jawaharlal Nehru National Urban Renewal Mission -- being implemented in Bhopal, Indore, Jabalpur and Ujjain -- and integrated housing and slum development projects in remaining towns.

The total estimated cost of the project is Rs 1,152 crore.

Construction of 50,000 units would be undertaken in Indore, 35,000 in Bhopal, 10,000 in Jabalpur, 5,000 in Ujjain and 9, 300 in Gwalior.

Moreover, 500 units in each nine municipalities, 500 units in each seven towns having more than one lakh population and 100 units each in 27 remaining in district head quarters would be constructed.

The meeting decided that provisions of Landless Persons Act, 1984, must be complied with. Selected beneficiary must belong to Madhya Pradesh domicile and should be a regular resident of the concerned slum from three years.

The name of the beneficiary and his family members should be included in the election list and he should surrender land lease deed, if he possessed one in order to derive benefit of the housing scheme.

Besides, the beneficiary should not own any residential plot or house in the concerned city.

People residing in slums, urban poor, people belonging to weaker section and living below the poverty line could be included in the scheme.

The cabinet further accorded its approval for loan agreement, project agreement, institutional development action plan and procurement plan as regards to loan from Asian Development Bank for Madhya Pradesh State Road Sector Project II in its meeting besides giving its consent to safe guard frame works.

The loan is being procured by PWD for upgradation of roads and Madhya Pradesh Road Development Corporation has been made the nodal agency, which has already prepared a detailed project report on construction of 22 roads measuring total length of 1628.52 km.

An administrative sanction of Rs 1,840 crore was issued by the state government. Tenders had been called and construction is likely to be started from the month of September in the current year.

As per the loan agreement, the state government had to receive a total of 320 million US dollars. Repayment of the loan will start from 2012 and deadline to utilise the loan would be December 31, 2010, the release added.
