Panel to oversee re-employment of retrenched workers
Chandigarh, June 29 (UNI) Taking a step further to re-employ the state employees retrenched by the previous Chautala regime, the Haryana government has constituted a committee to oversee the implementation of the process of re-employment.
An official spokesman said a four-member committee had been set up to oversee the implementation of the re-employment of regular retrenched Group 'C' and 'D' employees of the government and related organisations.
The retrenchment scheme aims at providing re-employment to those who were retrenched from March 1, 2000 to March 1, 2005 and they would be adjusted against the vacancies of direct recruitment of Group 'C' and 'D' which had been kept aside.
The panel, headed by the Chief Secretary, will ensure that the retrenched employees in these categories in Boards, Corporations and public sector undertakings, Cooperative Federations and Government departments were appointed ''by way of adjustment,'' he said.
The others members of the committee included Financial Commissioner and Principal Secretaries of Finance and Coordination Departments and Legal Remembrancer and Secretary Law and Legislative Department.
The adjustment of the retrenched employees would be treated ''as a special case in itself in the public interest'' and it would be at the discretion of the government, with the employees having no legal right in this regard, the spokesman said.
All the organisations concerned were required to send a requisition for the number of posts to be filled up from among the retrenched employees to a Screening Committee to be constituted for the purpose.
The adjustment of the employees would be ''a one time measure'', he added.
The Screening Committee would devise a scheme with the approval of the Chief Minister and on the basis of broad parameters for adjustment of retrenched employees. According to these parameters, the eligible person would be considered for adjustment on the basis of seniority of age.
However, the spokesman said, the concept of equivalence of post would not be applicable. The prescribed qualificatons and age requirements for the purpose of adjustment of the retrenched employee would be relaxed in view of his or her past experience in case of equivalent posts.
Adjustment on a non-equivalent post would be subject to his or her fulfilling the prescribed qualifications for the posts concerned.
