Haryana Govt announces school teachers' transfer policy

Chandigarh, Apr 1 (UNI) Announcing the teachers' transfer policy for the year 2006-07, Haryana School Education Department said there would be no general transfers except on need basis and the transfer process would be completed by April 30 every year.

Education Minister Phool Chand Mullana here today said that this policy has been framed in consultation with the various Teacher unions.

He said that under this policy, applications would be invited for the transfer of teachers, masters or lecturers in the prescribed application form.

He added that the last date for the receipt of transfer applications by the Block Education Officer (BEO) through the head of the institution would be April seven.

He further added that the date of receipt of transfer applications from BEOs in the DEOs or DEEOs office would be April ten.

He informed that the consolidate list of category wise applications from the concerned districts should reach the Directorate by April 12. The scrutiny of transfer applications would be done on April 20 and the adjustments and corrections on April 30.

He maintained that the applications were to be received only at the level of the institution, however, in case of JBT applicants, these could be given to the BEOs irectly.

Throwing light on the salient features of the policy, the Minister said that transfer orders would be implemented within one week from the date of its issue.

He said that DDOs would ensure the relieving or joining of respective teachers within the stipulated time. He also made it clear that no salary would be paid in case of non-compliance of transfer orders after stipulated period.

Mr Nullana said that the powers of the transfer of school cadre lecturer would be vested in the Director General School Education while transfers of masters and mistresses with Joint Director concerned.

Similarly, District Education Officer had been empowered to issue transfer orders within district of craft and vocational training teachers after the approval from the Directorate .

District Elementary Education Officer would issue the transfer orders of JBT teachers after the approval from the directorate.

He said that on the first appointment (direct recruitment on regular or adhoc basis), the candidates will be appointed in the rural areas for five years as per service rule. While on every promotion the teachers will be appointed in the rural area for at least three years. Those who have not done their mandatory requisite rural service, either at the first appointment or on promotion, they will be transferred so as to comply with the statutory rules. Those who have done five years of continuous urban service ignoring the minor interruption that is upto six months maximum may also be transferred to give rural service for at least two years.

In case of mutual transfers, no request will be entertained in case of both the applicants are from the urban areas or same city except where urban service is less than two years, it shall be counted as one composite period for transfer purposes.

Transfers/adjustments may be affected due to rationalisation of teaching staff based on students' strength as per need and requirement.
