Haryana civil services exam to have prelims on UPSC pattern
Chandigarh, Apr 29: Haryana Cabinet today approved a proposal to adopt a prelims pattern similar to UPSC for the state civil services examination. The Cabinet, which met under the chairmanship of Chief Minister Manohar Lal Khattar here, also approved the enterprise promotion rules under which a board would be constituted under the chairmanship of the chief minister to oversee time bound clearances of projects.
It approved the proposal to change the name of Agriculture Department to Agriculture and Farmers Welfare Department. It decided to adopt the pattern of preliminary exam on the lines of Union Public Service Commission.

Now there would be a Civil Services Aptitude Test of 100 marks in the form of Paper-II. Both the question papers will be of objective type and would be in English and Hindi.
Each paper will be of two-hour duration. For each wrong answer, one-fourth (0.25) marks will be deducted. It also decided to do away with the provision of making special recruitment to the HCS (Executive Branch) because it has "always been a matter of litigation," an official release said.
The Cabinet also approved the draft of Haryana Enterprises Promotion Rules, 2016 under which Haryana Enterprises Promotion Board would be constituted under the Chairmanship of the chief minister to oversee time bound clearances, sanctioning special packages for mega projects and to approve policy initiatives.
The HEPC will act as a single point contact agency to provide information and guidance to prospective entrepreneurs, especially with regard to various sanctions and approvals needed for implementation of projects, availability of land and infrastructure.
A system of online clearances will be put in place by creating an e-BIZ Haryana portal where composite application form will be submitted by an investor for seeking online clearances, sanction, permits, NOC in the HEPC.
