7th Pay Commission: MACP for efficient central govt employees reconsidered

Following the 7th Pay Commission recommendations being cleared now efficient central government employees will get the MACP. The government will consider the benchmark for performance appraisal for promotion and financial upgradation, which was enhanced to "very good" from "good" level for central government employees under the the 7th Pay Commission recommendations, the Sen Times reported.

The report also stated that the Modified Assured Career Progression (MACP) scheme continues to be administered at 10, 20 and 30 years of service as before, the officials said as it "accepted" the pay panel's recommendations.

However "good" benchmark on ACR/APAR (Annual Confidential Report/Annual Performance Appraisal Report) of the employees and officers that will help them now get MACP, the report further stated.

Very good from good:

In its recommendations, the pay panel had said that the benchmarks for MACP should be enhanced to "very good" from "good". It also proposed that annual increments not be granted in the case of those employees who are not able to meet the benchmark either for MACP or for a regular promotion in the first 20 years of their service.

Extension of time limit for receipt of anomalies

Meanwhile the Deputy Secretary of the JCA has said that the time limit for receipt of anomalies will stand extended by three months from 15.05.2017(as notified vide O.M. referred to above) to 15.08.2017; and The time limit for disposal of anomalies will stand extended by three months from 15.11.2017 (as notified vide O.M. referred to above) to 15.02.2018. This issues with the concurrence of Department of Expenditure, Ministry of Finance.

How much HRA to expect

HRA shall not be less than Rs 5,400 per month, Rs 3,600 per month and Rs 1,800 per month calculated @30 per cent of minimum pay for X (population of 50 lakh & above), 20 per cent for Y (5 to 50 lakh) and 10 per cent for Z (below 5 lakh) category of cities.

HRA shall be revised to 27 per cent, 18 per cent & 9 per cent of Basic Pay in X,Y & Z cities when Dearness Allowance (DA) crosses 25 per cent and further to 30 per cent, 20 per cent and 10 per cent of Basic Pay in X, Y & Z cities when DA crosses 50 per cent.
