''Registering of FIR does not prove guilt. Investigation is yet to take place,'' said Mr Tomar, while replying to a question in this regard by reporters last night.
Later, Mr Tomar left for the state capital along with Mr Chouhan, who was here to watch the India-Pak one-day international cricket match.
After attending the prize distribution function after the match at Captain Roop Singh stadium, Mr Chouhan drove straight to guesthouse from where he left for the airport.
