Governor Vohra wrote separately to Mufti and Jugal Kishore for discussion over the government formation.

The state BJP chief told reporters after meeting the governor that the party will submit a detailed proposal to the Vohra about government formation. On the question of a grand alliance between the National Conference, PDP and Congress, Kishore said he was not aware about such development and if indeed became a reality, it would betray the people of Jammu and Kashmir for the BJP received the maximum vote-share in the recent election.

The BJP got 23 per cent of vote-share but could not touch the magic figure of 44 in the 87-member assembly. The PDP emerged as the single largest party with 28 seats while the BJP got 25 seats. The NC and Congress ended with 17 and 12 seats, respectively.

The PDP was divided over forming an alliance with the BJP for a number of MLAs of the party believed that such a step would betray the mandate and lead to a backlash in the Valley. At least six MLAs of the party including Mehbooba Mufti were against the tie-up.
