New Delhi, Sept 10: Chairman of the Press Council of India (PCI) and former Supreme Court judge Markandey Katju on Wednesday wrote in Facebook that the flood situation in Jammu and Kashmir was very bad and the state government was dysfunctional.

"i had a detailed telephonic discussion with Iftekhar Gilani of the DNA newspaper about the conditions in Kashmir at about 1 p.m. today. Iftekhar is a Kashmiri journalist based in Delhi. He told me that the state government of J&K has become totally dysfunctional, and even the Chief Minister Omar Abdullah can do nothing. The Director General of Police and other police officers have become helpless as their telephone links have been cut off. The situation is very bad in Kashmir.. Many people are stranded amidst water and have not yet been traced," Katju said in his post.

Floodwaters receded in Kashmir on Wednesday, allowing rescue teams a chance to evacuate tens of thousands of villagers hit by the heaviest rainfall in half a century. At least 450 people in India and Pakistan have been killed while over 1 million people have been cut off from basic services as a result of the natural disaster.
