New Delhi, May 28: Two-thirds of central ministries have not achieved more than 50 per cent of "assurances" given to Parliament even as the NDA government led by Narendra Modi completed two years in office on Thursday (May 26), as per Lok Sabha data, said an IndiaSpend report.

IndiaSpend had previously reported that 80 per cent of the assurances given to the Lok Sabha were pending earlier and it has come down to 58 per cent this year. [Click for more stories on 2 years of Modi government]

The government replies to 250 questions daily from the MPs during a parliamentary session. While giving the replies to questions in the House or during discussing the bills, resolutions etc., the ministers give assurances, undertakings or promises to take up an issue and act on it or give information later.

These assurances or promises are compiled by the Ministry of Parliamentary Affairs and Lok Sabha Secretariat and sent to the Parliamentary Committee on Government Assurances.

The committee must ensure that the assurances are implemented within three months. Secretaries of ministries are supposed to review the assurances made to Parliament every week or fortnight.

When the Lok Sabha gets dissolved, the ssurances pass on to the next government.

Eight ministries have not acted on 80 per cent of assurances made to Parliament while three ministries have implemented more than 75 per cent of assurances given to Parliament.

One assurance which the PMO had made in 2014 has not been fulfilled. It had assured to release reports of the performance and evaluation system of ministries for 2013-14 to the Lok Sabha. It hasn't been fulfilled in the last two years.
