The authorities had said that this was an error due to poor translation of the marital declaration form. The form mandated that the person filling it declare whether he is a bachelor, widower or virgin. It also asked the person to state if he has more than one wife.

On Wednesday the health minister of Bihar Mangal Pandey was caught off guard when reporters asked him about the same. He said that it was the zodiac sign of the employee that had to be mentioned and there was nothing more to it.

The authorities say that in Hindi an unmarried girl is referred to as 'kunwari kanya.' This was translated as virgin. It should have been unmarried, the authorities also said.
