With 80 terrorists waiting to infiltrate, why Pak won’t let the guns fall silent at the border

Two BSF jawans were martyred and 12 civilians injured after Pakistan violated the ceasefire and pounded 10 posts and 35 villages in Jammu. The irony of this incident was that it took place barely a few days after the Director General of Military Operations of both India and Pakistan had agreed to implement the Ceasefire Agreement of 2003 in letter and spirit.

An Intelligence Bureau official tells OneIndia that at around 2.15 am on Sunday, Pakistan Rangers of the 21 Chenab Rangers opened sniper fire on the BSF's Jaman Bela post of 33 Battalion in Pargwal sector. This led to the mortar firing, the officer also said.

The question is what led to this unprovoked firing from Pakistan just a few days after the ceasefire agreement? Officials say that the DGMO of Pakistan did commit to the ceasefire, but there has been immense pressure on the army to aid in infiltration of terrorists.

There is an Intelligence Bureau report which states that there are nearly 80 terrorists of both the Lashkar-e-Tayiba and Jaish-e-Mohammad waiting to infiltrate. This is a crucial time and they want the infiltrations to be increased ahead of the Amarnath Yatra due to begin on June 28. The Yatra had been attacked last year and a bus from Gujarat had come under fire.

The IB report also states that the 80 odd terrorists have been positioned in 8 launch pads. They have been instructed to infiltrate as buddy pairs from various locations along the Line of Control. The terrorists have had trouble infiltrating as there has been a high alert due to the upcoming Amarnath Yatra.

In such an event, the infiltrations become even more harder if the borders fall silent. A silent border means that the jawans guarding it have all their focus only on curbing infiltrations. This is precisely the reason why Pakistan decided to violate the ceasefire agreement. This would mean that the jawans would be extra cautious and the focus would largely be on retaliating to the firing by the Army.

An IB official did not rule out the possibility of Sunday's incident being a possible attempt to provide cover fire. The terrorists numbering 80 have been positioned at the launch pads for the past month and Pakistan wants to ensure that they infiltrate at the earliest.

Pact not durable:

Security officials would argue that the ceasefire pact is not a durable one. It does not include preventing cross border terrorism. Infiltration of terrorists from the Lashkar-e-Tayiba and Jaish-e-Mohammad have been of utmost concern. Several Intelligence Bureau reports in the possession of OneIndia speak about active training camps along the border from where several terrorists would be launched on to Indian soil.

Back in 2003, India had said that in order to establish a full ceasefire on a durable basis, there must be an end to infiltration from across the Line of Control. To take this process further, India also proposed a ceasefire along the Actual Ground Position Line (AGPL) in Siachen.

India had expressed concern and said that it was unfortunate that Pakistan had rejected India's stand that the ceasefire will be durable only if terrorists' infiltration into Jammu and Kashmir from across the border ends. Islamabad must realise the importance of the sensitive issue.

A total of 909 incidents of ceasefire violations by Pakistan Army were reported till today in the current year as against 860 incidents during 2017, defence sources in New Delhi said.
