NIA wants information on this informer

New Delhi, Sept 19: It not everyday that you see an investigating agency announcing a reward for information on an informer. Sabir Khan Pathan an informer for the Special Cell of the Delhi police is now on the wanted list of the National Investigating Agency.

The NIA announced a reward of Rs 2 lakh for any information leading up to Sabir Khan.

The case of the NIA is that he had allegedly helped the Special Cell of the Delhi police falsely implicate a former Hizbul Mujahideen militant, Liaqat Shah in a terror case. The NIA has learnt that it was Sabir Khan who had allegedly planted explosives in a house at Delhi. The Special Cell later claimed that the explosives were to be used by Shah to carry out a terror strike in New Delhi.

The case of Shah is a strange one. He was one of those persons who was coming back to India as part of the militant reform programme.

The IB and the local police have offered this amnesty to several persons. These are persons who want to be reformed and later will hand out crucial information which would help the agencies in the war on terror.

However the Special Cell of the Delhi police decided to arrest this man, Shah in March 2014 and show him as a terrorist. The police went a step ahead and allegedly got Sabir Khan to plant explosives in a house which they later showed as recovery.

The Jammu and Kashmir government following which the government of India decided to hand over the case to the NIA. The NIA wrote to the Ministry of Home Affairs stating that action ought to be taken against several officers who were part of this case. The file is pending before the MHA.

A strange case:

In the month of January 2015, the NIA filed a closure report in the Liaqat Shah case. After the Delhi police had arrested Shah on March 20 2014 on the ground that he was a Hizbul Mujahideen terrorist trying to infiltrate into India this claim was countered by the Jammu and Kashmir police.

It was stated that Shah was coming back to India as part of a rehabilitation programme offered by the government.‎

The NIA while filing the closure report in this case absolved him of all charges of terror slapped by the Delhi police. There was a lot of controversy surrounding the case. The Delhi police had arrested him claiming that he was a Hizbul Mujahideen operative. However the Jammu and Kashmir police said that he had left for Pakistan and was returning to India under a rehabilitation programme.
