Monsoon session: Both Houses adjourned for the day as Opposition protests continue

The Monsoon Session is most likely to be a stormy affair with the Opposition prepared to corner the government over issues like lynching incidents and vigilantism over cow, the Kashmir situation

New Delhi, July 18: The 2nd day of Monsoon session in the Parliament was washed away without any business as Opposition created ruckus in both the houses. Lok Sabha was adjourned soon after it met for the second time following uproar in the House over several issues including farmers' plight and cow slaughter.

Rajya Sabha was also adjourned three times in the day and will start again on Wednesday morning at 11 AM. Several opposition leaders in Rajya Sabha including Mayawathi raised the issue of Dalit atrocities and cornered the Modi government. Opposition also slammed the government over rise in farmers' suicide cases.

Rajya Sabha proceedings

The proceedings in the Rajya Sabha were disrupted today by an angry opposition which sought to raise several issues like the attacks on Dalits and minorities, to attack the government, with an angry BSP chief Mayawati also threatening to quit the House.

The noisy protests by the opposition members, many of whom trooped into the Well raising slogans, forced adjournment of the proceedings, once till noon, then again till 2 PM and finally at 3 PM.

Soon after the House assembled for the day, a visibly angry Mayawati, who was speaking on the recent anti-Dalit violence in Saharanpur district of Uttar Pradesh, threatened to resign from the House after the Chair asked her to restrict her impromptu speech.

Leader of the Opposition Ghulam Nabi Azad said the government at an all-party meeting before the start of the Monsoon Session had agreed to discuss any issue that the opposition wants to raise in the house.

"Promise was made to us in the presence of the Prime Minister. You are going against that," he said.

He said the Opposition led by Congress has given notices to discuss crisis facing farmers, anti-Dalit violence and lynching of minorities.

Sitaram Yechury (CPI-M) said the government policies were pushing farmers to suicide. Naqvi said the government was ready for discussion on any issue and the opposition should give a notice.

Kurien said the government was agreeing to having a discussion, so the opposition members should return to their seats and start it.

"Shouting slogan is no soluition. We can discuss. The Chair is ready to allow discussion on all subjects. Let us start," he said. But the opposition members remained unrelenting, forcing him to adjourn the proceedings.

Lok Sabha proceedings

The Lok Sabha proceedings were adjourned on the first working day of the Monsoon Session today following noisy protests by the opposition which sought to corner the government by raising several issues, including violent incidents involving cow vigilantes and the plight of farmers.

A belligerent opposition wanted to discuss a host of issues as its members stormed the Well of the House during the Question Hour as well as later during the Zero Hour, forcing adjournmentof the day's proceedings.

Members from the Congress, RJD, TMC RJD, TMC and the Left, among others, trooped into Well. Many were shouting slogans and also displaying placards.

The opposition members wanted to raise cow vigilantism, the plight of farmers and various other issues.

Earlier, on Monday opening session was adjourned after obituaries and swearing-in of newly elected members owing to the presidential elections.

The monsoon session will continue till August 11.

Some important new and old bills that are likely to come up in the monsoon session are: the Banking Regulation (Amendment) Bill, 2017, the National Investigation Agency (Amendment) Bill, 2017, the Citizenship (Amendment) Bill, 2016, the Whistle Blowers Protection (Amendment) Bill, 2015 , and the Motor Vehicles (Amendment) Bill, 2017.
