MGNREGA scheme: Performance of Gandhi family's bastions poor on key parameters

New Delhi, Feb 16: Congress may be criticising the Narendra Modi government for diluting UPA government's flagship rural job scheme MGNREGA, but the constituencies of Congress president Sonia Gandhi and vice president Rahul Gandhi rank below the national average on several parameters.

MGNREGA: Amethi's dismal performance
Introduced in Feb 2006 by the UPA government promises a 100 days of employment to every rural household every year. The Congress' ambitious scheme has helped the party project it as a major electoral plank in 2009 Lok Sabha polls. The party may be take pride in their government's ambitious scheme but their own the performance of their own constituencies raises several questions.

As per a report published in The Indian Express, only 27.51% of the beneficiaries under the scheme have been women in Rahul Gandhi's district Amethi. This is lower than the national average of 50.71 per cent. While Sonia Gandhi's Lok Sabha constituency Rae Bareli has fared no better with 28.51% beneficiaries this year. Both the districts defy the Act which stipulates that one-third of the beneficiaries under the scheme should be women.

At a time when the the national average for women employment stands at 55.12%, Amethi manages only 26.58% while Rae Bareli fares even worse at 25.92% in terms of women person/days as a proportion of total person/days generated this year.

Moreover, only around 17% of wages have been paid in time so far this fiscal in Amethi, while 27.33% have been paid in Rae Bareli. The national average in wages being paid on time is around 28%, while the state average is 21%, said the report.

According to the Act, the wages must be paid within 15 days which means around 83% of the beneficiaries in Amethi were not paid their wages on time, this year.

The average days of employment provided per household under this scheme so far this fiscal has been 31.87% in Amethi and 23.35% in Rae Bareli, again lower than the national average of 35.49%.
