The decision also comes in the wake of the outfit aiming to step up its Kashmir operations. With Zaki-ur-Rehman Lakhvi handling the operations part of the Lashkar-e-Tayiba, the outfit wanted someone to run the administrative side of the
two outfits.

For the Lashkar-e-Tayiba, the JuD is a very crucial outfit. It is the one which raises the funds for the Lashkar-e-Tayiba to run its terror operations.
