FM Sitharaman rebuts Opposition flak on excise duty cuts, compares 2014-22 With 2004-14

New Delhi, May 22: Facing flack from the opposition over fuel price cut, Finance Minister Nirmala Sitharaman on Sunday hit back with a detailed clarification. The finance minister also compared developmental expenditure incurred by the PM Narendra Modi government during 2014-22 with that during UPA's 2004-14.

Congress leader Chidambaram on Sunday retracted his statement saying the cut in the levies accrues to the central government alone.

Taking to Twitter, Sitharaman said she is sharing some useful facts on levies on petrol and diesel for the benefit of all.

"Basic Excise Duty (BED), Special Additional Excise duty (SAED),Road & Infrastructure Cess (RIC) and Agriculture & Infrastructure Development Cess (AIDC) together constitute Excise Duty on petrol and diesel. Basic ED is sharable with states. SAED,RIC & AIDC are non-sharable," she said.

The excise duty reduction of Rs 8 per litre on petrol and Rs 6 a litre on diesel has entirely been made in RIC. This was the case even in November 2021 when tax on petrol was cut by Rs 5 and that on diesel by Rs 10, she said.

As per the centre-state tax sharing formula, 41 per cent of taxes collected by the Centre go to states. These however do not include collections from levy of cess. Most of the tax on petrol and diesel is made up of cess.

While total incidence of central tax on petrol prior to Saturday's cut was Rs 27.90 per litre, basic excise duty was only Rs 1.40 a litre. Similarly, out of Rs 21.80 a litre total central tax on diesel, basic excise duty was only Rs 1.80.

Special additional excise duty of Rs 11 a litre on petrol and Rs 8 per litre on diesel was levied. A Rs 2.50 a litre agriculture infrastructure and development cess (AIDC) was levied on petrol and Rs 4 per litre on diesel.

Petrol commanded Rs 13 a litre additional excise duty in form of RIC and Rs 8 of such tax was levied on per litre of diesel. This has been cut in Saturday's excise reduction. Only Rs 1.40 per litre BED collected on petrol and Rs 1.80 on diesel are shared with states. The SAED, AIDC and RIC are not shared.

"Basic ED which is sharable with states has not been touched. Therefore, the entire burden of these two duty cuts (made in Nov, 21 and yesterday) is borne by the Centre," she said.

"The duty reduction made yesterday has an implication of Rs 1,00,000 cr a year for Centre. The duty reduction made in November'21 has an implication of Rs 1,20,000 cr a year for Centre. Total revenue implication to Centre, on these two duty cuts is thus Rs 2,20,000 cr a year." Chidambaram had on Saturday evening stated that the cut in excise duty was "equal to rob Peter more & pay Peter less!" "FM's exhortation to States is meaningless. When she cuts Central Excise by one rupee, 41 paise of that rupee belongs to the States," he had stated.

On Sunday, he retracted saying contrary to what he had said on Saturday "the entire burden of the reduction falls on the Centre. To that extent, I stand corrected." Sitharaman said RBI data shows total developmental expenditure incurred by the Modi government during 2014-22 was Rs 90.9 lakh crore.

"In contrast, only Rs 49.2 lakh crore was spent on developmental expenditure during 2004-14." "The expenditure incurred by our Govt under @PMOIndia @narendramodi includes Rs 24.85 lakh crore spent so far on food, fuel and fertiliser subsidies and Rs 26.3 lakh crore on capital creation. Over the 10 years of UPA, only Rs 13.9 lakh crore was spent on subsidies," she added.
