DDA to come up with 4 new mobile apps soon, says its VC

New Delhi, Sep 3: Seeking to bring in greater transparency and ease in consumer grievance redressal, DDA is working on four new mobile applications, including one for receiving feedback from allottees for its new housing schemes, all of which would be launched soon.

"We want to increase accountability by leveraging technology and fixing timelines. We want to act as a bridge between citizens and the departments concerned, and these initiatives are steps in that direction," Vice-Chairman Arun Goel told reporters today.

In his first press conference after assuming the charge about a month ago from his predecessor Balvinder Kumar, Goel said, "DDA was working on all these apps simultaneously and we will be releasing them soon."

The first app involves a mechanism by which feedback will be captured from public through it as well as website modules on various parameters of construction such as quality and slope of flooring, finishing of walls, lawns, etc, he said.

"A meeting with RWAs has already been fixed to evolve a system for utilisation of 'maintenance fund' already paid by allottees under new schemes. This system will have sufficient checks and balances to ensure that the contractor does his job well and to the satisfaction of allottees," Goel added.

"A mobile app is also being developed for taking the feedback from general public about the quality of services being offered by DDA in its community halls," the vice-chairman said.

Mobile apps are also being developed for monitoring the quality of roads diverted to facilitate development and for online filling of measurement books.

"The GPS coordinates will be captured while filling the measurement books to ensure that actual measurements is being taken at the site, which will help DDA in controlling the proper utilisation of material as well as timely execution of projects," he said.

As per the road diversion app, the feedback from the public will be utilised in improving the performance and will be linked to payments to be made to the contractors, he added.

"The work on the applications began over a month ago and their demos are also ready," a senior DDA official said.

Besides, the DDA has also decided to make leasehold-to- freehold conversion process "more transparent" by putting up the applications online.

"It will be on the First In First Out (FIFO) basis and we will put them in public domain, so there is no queue jumping," he said.

The Vice-Chairman also said that steps have also been taken to make the leasehold-to-freehold conversion easier.

"Need of a separate undertaking and affidavit, being practised at present, will be dispensed with and single new format will be finalised for the purpose. Copies of Possession Letter and Demand-cum-Allotment Letter, wherein an applicant has furnished a copy of lease deed, will not be required to be furnished unless such a requirement arises for verifying the genuineness. This too will be requested only with the approval of the commissioner concerned," Goel said.

Only those original documents will be required to be shown at the time of execution which have been submitted with application, the DDA said.

"No other document will be asked. Address proof of a person residing in a house other than the property being converted, will not be required unless there is a specific complaint or a suspicion of the person owning both the houses," it said.

"In case of Cooperative Group Housing Society (CGHS) or CHBS, NOC from society will not be insisted upon and instead Society will be asked to give six monthly statements of the defaulters as on 31st March and 30th September and if there are no dues against applicant the case will be processed without NOC from the Society," Goel added.

The Centralised Public Grievances Redressal and Monitoring System (CPGRAMS) is also being revamped.

Decentralised system of redressal of grievances is existing, this has been further decentralised by increasing the number of subordinate offices from 14 to 26, he said.

"Within one month of affecting these changes the percentage of disposal has increased from 68 per cent as on 28th July to 86 per cent as on 31st August, 2015," Goel said.

"Pendency has come down from 823 as on July 29, to 432 as on September 3, after the revamp," he added.
