Speaking at the annual Kao Memorial Lecture organised by the Research and Analysis Wing, Vohra said that there is a need to weed out corruption from both the police and judicial system. The entire criminal justice system needs reform. There is a need to clean the system and effectively ensure justice, he also said.

People might fall prey to those who want to sabotage the internal security of the country if they feel that corruption is the reason they are not getting justice. "Varied threats to national security also originate from corruption in the administrative systems, all over India. As past experience has shown, corruption vitiates the Constitution and the Rule of Law and destroys the very foundations of the administrative and legal systems," he also said.
