Bandaru Dattatreya: Government wants to create Quality Jobs

Narendra Modi while campaigning for the 2014 Lok Sabha election had taken to task the then UPA Government for the jobless growth. Two years after coming to power PM Modi is striving hard to create sustainable and quality jobs for country's huge working age population.

Bandaru Dattatreya, Minister of State for Labour and Employment at G- 20 Labour and Employment Ministerial Meeting in China said that generating adequate job opportunities is Government of India's top priority. He further added that India recognises that employment generation is the only sustainable policy response to poverty alleviation which is also the first goal of the 2030 agenda.

He further added that, "Employment generation preferably in formal sector with well-paid jobs and adequate social security ensures inclusiveness and lesser inequality in the labour market and leads to sustainable development goal of Decent Work and Economic growth."

The minister was of the opinion that, "As we recognise the shadow of slow economic growth and low job creation is still hovering around all the world economies, G 20 deliberations should help us to collectively find workable solutions to these challenges."

The minister stated that all governments have the obligation to design and implement policies and program to accelerate the pace of economic activities which result in job creation and thereby ensures high growth rate which is sustainable and inclusive. For this, Entrepreneurship has been recognised by India as the apt platform to boost innovation based and technology led businesses.

Mr. Dattatreya also listed a number of forward looking strategic amendments that have been made to the existing policy ecology to support Startups and MSMEs to make India a nation of job creators instead of job seekers.

He also informed that to create jobs through start up India initiative in rural India, Deendayal Upadhyay Swaniyojan Yojana is under consideration. He added that, "We are happy that the innovation and entrepreneurship have been recognised as the drivers of growth and employment generation by G20."

The minister also talked about how the government has come up with 'Model Shop and Establishment Act that allows all shops and establishments to remain open round the clock and how this will create manifold job opportunities for skilled workforce and better utilise the infrastructure.

No meeting on job creation can be complete without the mention of Make in India and the minister too talked on it at length stating that MSMEs have been given special attention under Make in India program as they provide employment to the vulnerable groups like uneducated, unskilled, school and college dropouts. Under Make in India the government has set up all facilities to support the first generation entrepreneurs and also to existing enterprises for their growth.

Mr. Dattatreya also mentioned how the government has launched programme to create more formal sector jobs and slowly get the unorganised sector to move towards formal one. The government under Pradhan Mantri Rozgar Protsahan Yojana will share the burden of social security obligation of employers to motivate and encourage them to generate more jobs.

To ensure that quality jobs are created the government has come up with scheme which will universalise social security scheme and this is done through handholding and easy affordability so that beneficiaries are prevented from exploitation and further vulnerability.

No country can create quality jobs without availability of skilled workforce. Mr. Dattatreya informed the member ministers at the meeting that the country is taking skilling its youth very seriously and it is trying to bring job seekers, employers and training providers on a common platform with efficient use of information technology. For this purpose, National Career Service (NCS) Portal has been launched.

The minister also added that the country has created a multilingual portal to initiate online filing of a self-certified, single consolidated return under various labour laws by the establishments. He also informed that the country is in the process of making labour laws simple, rational and transparent to encourage more formal sector jobs without harming labour rights.
