The first draft was published in January and had names of 1.9 crore people out of the 3.29 crore total applicants in Assam recognising them as legal citizens of India. The rest of the names were under various stages of verification, causing anxiety and distress across the state for several months.

The NRC would include the names of all Indian citizens who have been residing in Assam before March 25 1971.
