Here is a man takes a glass full of boiling water out in -31 degrees Fahrenheit and throws it in the air. The liquid vaporises instantly and as per science's explanation, since cold air has little humidity and when one throws hot water into it, the air fails to absorb the water and some water turns into favour which absorbs the energy, leaving the remained to turn into snow.
Though this experiment has been conducted by many, what makes this video special is its slow motion and that it takes place with the sun in the background, making the phenomenon even clearer.
