Karnataka Assembly session begins with Governor's address

Bengaluru, July 2: The first full-fledged session of the Karnataka Assembly after the HD Kumaraswamy led Congress-JD(S) coalition government assumed the office began at the Vidhana Soudha here today with Governor Vajubhai Vala's address. Vala began his address to the joint session a short while back.

Earlier, the opposition leader BS Yeddyurappa performed special pooja at his office in Vidhana Soudha soon after his arrival.

Here are some of the important things the Governor said in his speech:

"This government will work for the benefit of farmers..Karnataka government will introduce many welfare schemes for the farming community..The state government is committed to make education mandatory..Government will help retired defence personnel to get jobs..Government is aiming to bring down the infant mortality rate in the state..Government is committed to overall development of the state"

Meanwhile, Jayamala Ramachandra was elected as leader of Legislative council. JD(S)' Chowda Reddy has been elected as chief whip in council. Mahantesh Kavatagimath has been elected as opposition whip. Kota Srinivas Poojary was elected as leader of opposition, reported News 9.

Yesterday, a meeting between top Congress and JD (S) leaders was held in Bengaluru to discuss several issues ahead of the budget which would be presented in the monsoon session of the Karnataka Assembly.

Chief Minister Kumaraswamy, Deputy Chief Minister G Parameshwara, Congress leader Siddaramaiah were among those present at the meeting. Siddaramaiah was not in favour of a new budget by the coalition government. It was even reported that he may not attend the meeting.

This will be for the third time the fifteenth assembly will be meeting after the assembly polls in May, which yielded a fractured verdict with BJP emerging as the single largest party, but falling short of numbers to form the government.

In the first session on 19 May, the three-day-old BS Yeddyurappa led BJP government resigned even before taking the floor test with numbers stacked up against it, while the second one on 25 May saw Kumaraswamy winning the vote of confidence.

Today's session is being held amid discordant notes emerging from the Congress and JDS on the issue of presenting a full-fledged budget and over several ministerial aspirants in both parties failing to make it to the cabinet.

On the other hand, the opposition BJP, which has termed the government as an "unholy alliance", is all set to corner it on a host of issues, including the discord between the coalition partners affecting governance and delay in the implementation of the much hyped farm loan waiver that JD(S) had promised to implement within 24 hours of coming to power.

Siddaramaiah, who had held the finance portfolio in the previous government, recently said there was no need for a fresh budget and insisted that a supplementary budget would do. Chief Minister H D Kumaraswamy, who holds the finance portfolio now, is scheduled to present the budget on July 5.
