MP Rajeev's 7 lessons to Kapil Sibal

New Delhi, Dec 23: After pointing his guns at Tata chief Ratan Tata for his alleged involvement in the 2G spectrum scam , MP Rajeev Chandrasekhar has mellowed down and is doing everything in his capacity to reform the Telecom sector that is riddled with controversies, scams and mismanagement.

Chandrasekhar has written a seven-point solution to Telecom Minister Kapil Sibal to reform the telecom sector and make it more transparent. The ministry is facing its worse possible crisis with the 2G spectrum scam snowballing to a scam worth Rs 1.76 lakh crore. With A Raja's resignation and the nexus between Niira Radia, industrialists and bureaucrats exposed; Rajeev's suggestions comes at a most opportune time.

Chandrasekhar says that the ministry should get rid of lobbyists who influence the telecom policy-making. He also slammed the 'free access" for corporates and lobbyists to the Sanchar Bhawan and called it 'unhealthy", he called for making the procedures and processes more streamlined. He also suggested that all telecom operators have a level-playing field and the ministry should welcome more varied view points of the consumer groups, citizens and the media.

He also asked for the TRAI to have more teeth in matters involving financial and functional independence. He says in the letter, "The DoT has a long track record of colluding with private companies and therefore you will understand the suspicion and concern that the DoT may blandly accept the responses of the Telecom companies to the show cause notices."

"The whole area of Trai's accountability to Parliament is highly questionable, especially given the fact that its current relationship with DoT and Mo-CIT smacks of a conflict of interest, with retired DoT secretaries invariably becoming Trai chairman. It (Trai) is unable to check the government when the TRAI Act is being violated by DoT," he said on the conflicting view points presented by the various departments within the ministry.
