New Delhi, Jan 18: The Congress today blamed the ''mysterious SEZ lobby'' for destablising its Government in Goa and said the Party and its coalition partner, the NCP, were the victims of immorality.

''... an SEZ lobby is trying to create instablity in Goa and wants to rule the State by proxy,'' Congress spokesman Abhishek Singhvi said and indicated that the ''immoral'' BJP had an unholy nexus with the mysterious SEZ lobby. ''The Congress and the NCP are the two principal victims of that immorality... but we are standing up bravely,'' he said.

Asked whether getting the State Assembly prorogued for fear of defeat on the floor of the House was not unconstitutional, he said what was unconstitutional and illegal was the way the Goa Government was being destablised within a few months of its formation.

''But we are fully confident that better sense would prevail and the matter would be sorted out.'' The Congress-led Government was reduced to a minority in the 40-member Assembly on Wednesday night when two NCP members and an Independent MLA resigned from the Ministry and withdrew support.

It is alleged that a SEZ lobby is trying to destabilise the Digambar Kamat Government which is against special economic zones in the State.
