The side who got promoted to the top tier recently have planned to spend heavily to refurbish their squad. In the process, they have already signed two big names, Axel Witsel and Alexandre Pato.
Doubts over Rooney's future at Old Trafford were raised since the beginning of this season when manager Jose Mourinho decided to axe him from the starting XI.
The highest goal scorer in Manchester United's history is now only bench warner who only takes the field for the 15-20 minutes or during the relatively less important games.
The club vice-chairman Ed Woodward has also asked Wayne Rooney's agent to find a lucrative offer for the star player.
If rumours are to be believed that, the English striker is set to earn £30million-a-year.
The Tianjin side has roped in legendary Italian defender Fabio Cannavaro as their manager.
Speaking on Rooney to Tianjin TV, Cannavaro said: "We did make an approach for Rooney, but it was just a chat because he simply doesn't suit our style of play.
"No further discussion was necessary. The truth is we had more frequent contact with Aubameyang.
"Unfortunately, our bid was rejected by Borussia Dortmund who said he was needed in this season's Champions League.
"Our prime target is still Kalinic but it's quite difficult for his club to let him leave at the moment.
"Under such circumstances, we are caught in a dilemma. I need to communicate with our managing director."
Even though Tianjin may not show much interest in the player, Rooney is certain to leave the club by next season.
