The incident happened on Sunday at Babulapur village in Pratapgarh district of Uttar Pradesh.
According to TOI report, the victim, who belongs to dalit community was relieving himself near a flour mill shop, when its owner, in a fit of rage, chopped off the genitals of the little boy.
The accused, Ambrish Kumar was arrested under section 326, 307, 325 of IPC and SC/ST Act on Wednesday after an FIR was filed against him.
The boy is said to be a son of brick kiln owner and is recuperating in a hospital.
